NO. 2190 Occupation Forces In Japan Relaxing Press Censorship ■y th* Aueciolad Pros TOKYO, April 14.—Occupation censorship is slowly relaxing and within a few months the Japanese press will not be required to submit articles before publication, head quarters officials said yesterday. A system of censorship after pub lication will continue, however, to minimize “destructive criticism of the occupation and Communist propaganda,” said Col. R. S. Bratton. The head of Gen. MacArthur’s Civil Intelligence Section made this statement to the Associated Press in outliping current operations. The latest in a series of steps was the suspension April 7 of all cen sorship in the processing of books and magazines of American origin, Col. Bratton said. No Deletions Made. He added that no deletions had ever been made from any book or magazine from America, but said difficulties over copyrights and roy alties, not censorship, had kept some books from circulation. The colonel reported that 39 daily newspapers and Japanese news agencies sttyl must submit all ma terial for censorship before pub lication. But more than 5,300 other newspapers throughout Japan al ready have been placed under a post-publication system of censor ship. The Japan Broadcasting Co., the only radio system in the country, has been operating under post publication censorship since last August. So do all Japanese book publishers “except 14 of the ultra right or ultra left,” Col. Bratton said. Thf same goes for all maga zines except 28 of extremist views. Outgoing Copy Not Censored. No censorship is maintained over outgoing copy of Allied correspond ents. Any of their copy submitted for publication by Japanese news papers is subjected to censorship. Before Gen. "It’s un-American and it’s a headache to us. What is not generally appreciated is the fact that is an Allied occupation and we have to protect all our Allies.” Censorship was ordered by the joint chiefs of staff in Washington when the occupation began. Holtzoff Issues Resfrainer Against Railway Firemen District Court Justice Alexander Holtzoff yesterday ordered a pre liminary injunction against the Brotherhood of Locomotive Firemen and Enginemen, restraining it from negotiating a proposed agreement which would abolish a nonpromot able category of firemen. The order, stayed pending a spe cial appeal to the United States Court of Appeals, came down as the appellate court took under advise-: ment another restraining order | against the union prohibiting dis crimination against colored firemen on three railroads in the South. The latter order resulted from a suit brought against the union and the railroads by a group of 21 colored firemen who alleged agree ments between the brotherhood and the carrier* excluded them from work on diesel locomotives and on new runs. Yesterday’s action grew out of a suit by three colored locomotive firemen who asked the court to stop the brotherhood from negotiating an agreement proposed last Janu ary, whereby all firemen would be required to take examinations for promotions.
