Roberts A last-minute battle of the mimeograph machines was under way today, preparatory to House de bate Monday on a bill to repeal the Federal taxes on oleomargarine. Both sides were flooding news paper offices with statements on how repeal of the taxes would either ruin the Nation’s dairy industry or save the consumer the bother of mixing in the color. The appeals from butter and mar garine backers seem unlikely to change, any votes, however. A ma jority of the House membership 218 members—signed a petition to bring the Rivers repeal bill to the floor, over Agriculture Committee opposition, and it is generally con ceded the bill will pass the House. May Vote Wednesday. The vote may not come until Wed nesday, although the bill will come up shortly after the House meets at noon Monday. The Pennsylvania primary election takes place Tues day and members of Congress from that State, who are split in the fight, want to be home to vote. Representative Johnson, Republi can, of Illinois and a member of the Agriculture Committee, who voted to shelve repeal legislation, told reporters yesterday its passage would result in “butter-legging”— substitution of margarine for butter without telling the buyer or con sumer in restaurants. He also presented a letter written to him by F. W. Hoffman, president of the Cudahy Packing Co., a mar garine maker. The letter said Cud ahy opposes repeal of the 10-cent tax on colored margarine (the rea son most housewiyes buy it uncol ored and mix in the color them selves). It was brought out at the Agriculture hearings, however, that Cudahy has been the chief bene flciary of the new plastic bag in which much margarine now is packed. Andrcsen Flans Amendment. Representative Andre sen. Repub lican, of Minnesota, who has been the leader of the House dairy in terests, distributed mimeographed copies of a speech on the House floor Thursday, declaring that “American housewives tire being used as a front by the cotton South and the oleo manufacturers to in crease prices on cottonseed oil and profits on oleo.” I Mr. Andresen said he would have some "veiy interesting” amend ments to offer on the floor. From the margarine mimeograph machines came a statement by Paul T. Truitt, head of the Margarine Manufacturers Association, praising the New Jersey State Legislature for repealing that State’s ban on the sale of colored margarine. The act was signed by Gov. Driscoll this week. * This leaves 22 States with similar laws on their books. One of them is Maryland. Mr. Truitt said he was hopeful that, if the Federal taxes are repealed, many other States will remove the bans. Package License Transfer Refused, Second Granted The Alcohol*: Beverage Control Board has refused to transfer the license of one package store but granted another, it was announced today. The application for a transfer from 4401 Fourteenth street N.W., to 3548 East Capitol street was granted to Lillie and Abraham Atlas. The transfer was opposed by a group of citizens and church people, but the board said most of the residents in the East Capitol street area did not object to the transfer. Pine of District Ccfurt to serve from 5 to 15 years for assaulting and robbing Mr. and Mrs. Howard V. i Jones of the 3300 block of Blaine: street N.E., last November. Taylor, who is colored, was found guilty on April 14 by a jury of rob bing Mr. Jones of his automobile, eye glasses, a hat, gloves and $2 in cash. The jury also found Taylor guilty of robbing Mrs. Jones of a handbag, three rings and $4 in addi tion to assaulting both of them. Taxi Robber Sentenced. Russell L. Perry, 21, colored, also of the 200 block of D street N.W., indicted with Taylor, found'to be of unsound mind. The Jonses were ac costed by the two men in their car at Union Station. In another sentence today, Jus tice Pine also gave Ronald K. Payne, 17, colored, of no fixed address, from 5 to 15 years for robbing a taxi cab driver of $5 and his cab and for an attempted robbery of a gaso line service station in-the 3100 block of Georgia avenue N.W. last Feb ruary. An attendant at the station, Free man E. Cobble, was wounded in the arm by a bullet during a tussle over a gun with Payne. Added Sentence Given. Melvin T. Eckloff, 22, who, on March 12, was sentenced in District Court to serve from two years and eight, months to eight years for his part in the theft last October of liquor valued at more than $4,600, yesterday was given an additional 6 to 18 months for hitting one of his co-defendants with a chair. The added sentence was given by Justice Richmond B. Keech, who also imposed the earlier sentence. Eckloff had pleaded guilty to hit ting William H. Whitehair. 22, of the 100 block of Eleventh street N.E., who turned principal Gov ernment witness in connection with the liquor theft. The assault took place in the cell block in District Court after he was .sentenced in the liquor theft. Whitehair in March received the lightest sentence of four mien in the liquor theft— one to three years. The liquor was stolen from a truck parked in the 1900 block of New York avenue N.E. Negro College Enrollments Reach Peak of 75,000 Enrollment in Negro colleges and universities has reached a new peak of 75,000, according to a survey re leased by the education department of Howard University. * The undergraduate enrollment in 111 institutions was 70,874 students last fall—an increase of 15 per cent over those in school a year before and 83 per cent above the peak pre war enrollment. Howard University, with an en rollment of 5,725 students, includ ing 2,390 veterans, was the largest institution. The survey was the 12th annual one conducted by the education de partment and was directed by Dr. Martin D. Jenkins.
