New Medical Center Funds to Be Sought In Senate Next Week Senate approval will be sought mext week for funds and contract authority to begin construction of the projected $30,000,000 to $40, 000,000 medical research and clin ical center at Bethesda, Md. Extra financing for the center, al ready approved by the House, now has been sanctioned by the Senate Appropriations Committee, in ac tion on the Labor-Federal Security supply bill. The new center would give special attention to cancer and heart, men tal, infectious and tropical diseases, in a combination of research and clinical work. The bill, as approved by the House and reported to the Senate, would raise to $5,000,000 the sums avail able for plans, providing a net ad dition of $1,500,000, and would add contract authority for construction of $25,630,000. . The measure also would provide funds or authority, previously voted by the House, to go ahead with con struction projects at Howard Uni versity and St. Elizabeths Hospital. The Senate Committee, in action on the Commerce Department bud get, also approved an outlay of $1, 835,000 for terminal buildings and other improvements at the Wash ington National Airport. For Howard University, the Labor Federal Security bill carries $50,000 for development plans, $507,240 cash I for construction and an additional contract authority of $865,750. For operating expenses the bill lists the House figure of $2,150,000. For St. Elizabeths the Senate Committee agreed with the House on contract authority of $2,950,000 for new infirmary and storeroom projects, plus a cash outlay of $163, 000 for miscellaneous construction iand replacements. U. S. Loyally Program And Action on Condon Assailed by Durr ly the Associated Press Retiring FCC Commissioner Clif ford J. Durr loosed fresh blasts at the Government’s loyalty check pro gram among Federal employes last night. Contending that the program is aimed at ideas rather than actions, Mr. Durr said in an address at a dinny meeting of the Acoustical So ciety of America: "New standards of Americanism are being laid down and new forms of punishment devised for their en forcement. “Our Congress, our executive de partment and our military establish ments are vying with each other in the establishment of strange new courts unknown to our Constitution to try men for offenses unknown to our laws.” Mr. Durr’s seven-year appoint ment from President Roosevelt to the Federal Communications Com mission runs out on June 30. He was a White House visitor Wednes day and President Truman an nounced Thursday—with regret, he said—that the commissioner does not desire reappointment. Mr. Durr’s wife has accepted the Northern Virginia chairmanship for Henry Wallace’s campaign for the presidency.
