Early Vote in House On Anti-Communist Measure Is Blocked By the Associated Press A bill putting it up to Reds to change their color or face fines and jail tei-ms hit a temporary blockade In the House today. Backers wanted to get the anti communist measure passed next week. Representative Mundt, Re publican, of South Dakota claimed support of "an overwhelming ma jority for this telling blow against the forces of subversion in Amer ica.” But Speaker Martin told a re porter bills appropriating money for several Government agencies must come first. So the House may not vote until the second week in May. After that it will be up to the Senate to act. The anti-Red bill Tvas approved unanimously yesterday by the House Un-American Activities Committee. Into it went parts of a bill intro duced by Mr. Mundt, plus a lot of ideas worked out by Representative Nixon, Republican, of California and a subcommittee Mr. Nixon heads Not Aimed at Theory. "We aren’t attempting to outlaw Communist thinking or Communist theory,” Mr. Nixon told reporters. “Under this bill the Communist Party could operate as a legitimate, American political party, above ground and without foreign connec tions. "But it would be a crime to con tinue attempting to establish a Communist totalitarian dictatorship or to aid and abet such an attempt.” The bill says it is a matter of fact that an international Com munist movement is conspiring to set up totalitarian dictatorships through organizations it controls in other countries. Such organizations are defined to include the American Communist Party. Main Points of Bill. The bill says it shall be unlawful for any person to: Attempt in any manner to set up a foreign-controlled totalitarian dic tatorship in the United States. Take part in a movement to create a dictatorship. The crime could be punished by a maximum fine of S10.000 and 10 years in jail. In addition, violators could be deprived of their Amer ican citizenship. Mr. Nixon said a provision for exposing party members should be “very effective.’’ It requires the party to register annually with the Justice Department and supply a list of members. The bill also would deny pass ports and non-elective Government jobs to Communists, make them label written and radio propaganda as coming from a Communist source, and require the party to disclose where it gets its money and how it spends it. Canadian Aide Here Gets Post in San Francisco By the Associated Press OTTAWA, April 29.—Harry A. Scott, commercial counsellor of the Canadian Embassy in Washington, today was appointed Canadian consul general at San Francisco. The consulate general will open July 2. Reds to Observe May Day Alone, Snubbed by Moderate Socialists By the Associated Press LONDON, April 29.—The Com munists will have to celebrate May Day on their own this year in most of Western Europe's democratic capitals. Socialists and moderate labor groups are giving the Communists the cold shoulder as never before in planning for the traditional labor celebration Saturday. May Day was established as an international labor holiday in 1890 at a Socialist congress in Paris. In most countries it has become Labor Day. The Russians have made it a national holiday, and this year they plan one of their biggest cel-' ebrations in Moscow. Huge pictures of Lenin, Stalin and other Bolshevik leaders have been placed on buildings, and the city is outdoing itself in decoration. The Russians are combining celebrations, since May 1 is the third anniversary of the entrance of Russian troops into Berlin. In Western Europe, however, the Communists generally find them selves snubbed. Even in Finland, which recently concluded a mutual assistance pact with Russia, Social Democrats and Communists called for separate rallies in Helsinki and some other communities. Police throughout Europe, with the possible exception of Italy and Trieste, took a calm view of the coming celebrations. Italian troops and police were ready for possible trouble, espe dally In industrial Milan and along the Yugoslav border. There were reports of hidden arms in Milan and police seized some in a raid on a Milan suburb. Communists and left-wing elements in Rome said only an orderly observance was planned throughout the nation.
