April .'to i>P» —Cotton fu tures declined today on scattered liquida tion which met scale down trade support. Lack of fresh incentives in the export situation until the Foreign Aid Program gets into operation, favorable crop re ports, and continued buyer resistance to prices for cotton textiles had an unsettltDf effect on trade sentiment. Evening-up op-‘ erations in nearby May were stimulated by the issuance of 35 additional May trans ferable notices. One private crop survey said acreage ideas continued to climb in the Eastern cotton belt, with some observers predict ing an increase in the Southeastern States of as much as 15 per cent if weather con tinued favorable. The anti - Communist Socialists: Issued a May Day manifesto declar ing Italy's labor movement is en dangered by its identification with the Communists and consequent opposition to the Marshall Plan for European recovery. The Independent Socialists, under Giuseppe Saragat, emerged as a strong force in Italy’s national election, winning third place after the Christian Democrats and the Communist-led popular front. Wide-Split Threatened. “The attitude of the Communists and the Fusionists (the pro-Com munist Socialists (under Pietro Nennl) has Imposed upon Italian syndicates Communist hostility to the European reconstruction plan,” che manifesto said. “It Is In the interests of the workers to accept! this plan In order to be able to con trol its operation to the benefit of labor.” Since the Communist, defeat in Italy’s parliamentary election, the 5,775,000-member confederation has been threatened with a wide split over two Issues: The Marshall Plan and the strike as a political weapon. Giuseppe di Vittorio, Communist first secretary of the confederation, has conformed closely to Commu nist policy over the protests of non-Communist members. But after the elections, Di Vittorio hint ed that Italy’s Communists might abandon opposition to the Marshall Plan and ask the World Federation of Trade Unions, now in executive session here, for permission to ac cept Italian participation in the plan. Demonstration* Planned. The Saragat Socialists' manifesto took no notice of this. It accused the Communists of Imposing orders on labor "contrasting with the daily Interests of the workers,.” and with creating a serious peril to the union movement and labor prestige. The confederation is planning nationwide May Day demonstra tions tomorrow. Communist and pro-Communist Socialist newspa pers called on workers to “show strength.” But Umanlta, newspaper of the Labor Socialist Party, tem pered its exhortations by telling its members to join confederation cele brations which "are not foreign to the realities of the nation's life.” This looked like a warning to avoid Communist-led violence. The first threat of a strike since the election came with the an nouncement of the Gas Workers National Federation that, it has asked the confederation's permis |sion to call a nationwide strike May 6 unless privately owned companies meet demands for better working conditions.
