Colombia Third Nation In Latin America to Break With Russians ly the Auociot.d Pr«« BOGOTA, Colombia, May 4.—Co lombia became the third Latin American nation today to sever dip lomatic relations with Russia. A break has been expected ever since President Mariano Ospina Perez blamed international communism for the bloody April 9 revolution. The Colombian cabinet decided on the break late yesterday. A short time later, a note announcing the action was delivered to the Soviet Legation. Its contents were not dis closed. The government radio broadcast in English an announcement of the rupture last night. Informants be • lieved the government will inform Colombian citizens of its decision today. Communism Condemned. Colombia's action followed that of Chile and Brazil. Both broke with the Soviet October 21, 1947. A 21-, nation decision condemning inter national communism was passed by the Pan American Conference which closed here Sunday. For the last month responsible sources say, Mr. Ospina Perez and his Conservative cabinet colleagues have been trying to persuade Liberal Party members that Colombia should break with the U. S. S. R. Observers believe the Liberals! were swung over last week when | Carlos Arango Velez, Colombian Ambassador to the Vatican, chief Colombian delegate to the Pan American Conference and a top Lib eral leader, declared in a radio speech that Communists engineered the April 9 uprising, which claimed 1.500 lives and disrupted the con ference for several days. The assas sination of Liberal Party Leader, Jorge Elieeer Gaitan touched off the revolt Mr. Arango Velez warned that! Colombia was only the first South i American nation to be selected for i a Communist campaign aimed at I dominating the Western Hemi-^ sphere. Reply to Red Note. informants said the government j decided to wait until the conference j ended before making known its de cision on Russia. A few hours before the rupture! was announced. Foreign Minister Eduardo Zuleta Angel said Colombia had replied to a Soviet note pro testing an alleged armed raid April 12 on a Bogota house in which Russian legation stafT members were living. The Russian note charged the raid was conducted by Colombian government agents. Mr. Zuleta Angel said the Colom bian reply denied that government agents had entered the house. He said it acknowledged that agents did raid the office of the Soviet In formation Bureau and seized docu ments which later were returned. The Foreign Minister aaid the Russian note was strongly worded and declared that the legation sec retary and another employe were detained and the legation prevented from communicating with Moscow. Colombia denied both charges, he said. Pawley, Armour See Revolt In Bogota Binding Americas MIAMI, Fla.. May 4 (AT-William D Pawley, former Ambassador to Brazil, and Assistant Secretary of State Norman Armour concluded last night that the recent Colombian revolt served to “bind the Amer ican republics more firmly together.” Mr. Paw'ley and Mr. Armour, who arrived here in Mr. Pawley's private plane from the ninth Inter-Amer ican Conference in Bogota, Colom bia, declared the Communists tried to break up the conference, but f Ailed. "The uprising showed representa tives of all countries (attending the conference) what could happen to any of us. Its a good thing they were there to winess it," Mr. Pawley said. Mr. Armour termed the confer ence "very successful.” “I have the greatest admiration for the Colombian government," he said, “they enabled us to go ahead with the conference after the rev olution. Charles slept through the night on a table in the guardroom. 30-Day Sentences Given Nine on Drunk Charges Nine defendents of a total of 132 to pass through Municipal Court on drunk charges yesterday received 30-day sentences, with additional time to serve in jail if they fail to pay stiff fines. Judge Aubrey B. Fennell handed out the penalities. The nine who were hardest hit have police records which show many convictions for in toxication.
