Write Seaboard Substitute Bill to Admit DPs Threatens Split Along Party Lines ty th« Associated Press A split along party lines threat ened to develop today over proposals j to admit some of Europe’s homeless t families and orphans into the United States. Democratic Senators McGrath of Rhode Island and Hatch of New MeAco pointed up the issue un expectedly late yesterday. They in jtroduced a bill to lower the immi gration bars to 200,000 displaced persons during the next two years and ease the requirements for entry into the United States. The McGrath-Hatch measure is a substitute for an earlier bill ap proved by the Republican-controlled Senate Judiciary Committee. Orphans Outside Quota. The original bill provides that only 100,000 displaced persons could enter this country from Europe dur ing the next two years. And those who did enter would have to meet strict requirements in housing and job prospects. The substitute not only doubles the immigration quotaN but# does these things: 1. Says unmarried minor orphans should not be counted against the quota. The original bill Includes orphans in the 100,000 limit. 2. Permits entry of persons who were in the Brtish, French or Amer ican zones of occupation on or be j fore April 21, 1947. The other bill ' fixes this eligibility date as Decem j ber 22, 1945. I 3. Provides immigration priorities "based on specified skills and oc cupational needs in this country” and gives preference to close rela tives of people living in the United' States. The original requires the DPs to have assurance of suitable employ iment and "decent, safe and sani j tary housing without displacing some other person from such hous ing.” 4. Mates no distinction oeiween persons living in or out of a DP camp. The committee bill gives priority to DPs living in camps. The n$w bill brought a quick flurry of debate. Acting Majority Leader Wherry asked Senator McGrath whether he had asked Republican members of the Judiciary Committee to join in sponsoring the new measure. Sen ator McGrath, a committee mem ber, said he had not. “But this is a substitute bill,'' Senator Wherry said., "Yes, and I have the right to file it” Senator McGrath retorted No Report on First Bill. Senator Lucas, Democrat, of Illinois said he has been unable to find a report of the hearings on the original bill. Senator McGrath explained the bill was rushed out of committee to get it to the Senate for speedy action. He said no re port has been printed, but that each committee member reserved the right to offer amendments. “It is inconceivable,” Senator Lucas said, “there was no report on a bill of such importance.” Senator Hatch arose to say that he regretted any miwnderstandlng or “wrong inference” in the intro duction of the Mew bill, actually offered as an amendment. “We ask you,” he said, "to read this amendment tonight and sav you will join us.
