Minority Hits Findings
In Hughes Inquiry
By the Associated Press
The four Democratic members of
the old Sehate War Investigating
Committee today urged new hear
ings on Air Force buying methods
and personnel.
They made the recommendation in
a caustic minority report blasting
the findings of the Republican
majority in the Howard Hughes air
craft inquiry last fall.
The minority report, signed by
Senators Hatch of New Mexico, Pep
per of Florida, McGrath of Rhode
Island and O’Conor of Maryland,
stated:
“The record in the Hughes in
quiry indicated that further inves
tigation of Air Force procurement
personnel and practices, particularly
at Wright Field (Ohio), should be
undertaken by the Congress or other
appropriate authority.”
Caused Public Censure.
The Democrats charged that the
investigating committee headed by
Senator Brewster, Republican, of
Maine, ‘‘repeatedly exceeded its
power,” and said the handling of
the Hughes case, "whether deserved
ly or not, caused public censure and
even public suspicion of the motives
behind the investigation.”
What’s more, the minority said,
“there is absolutely nothing in the
evidence which discloses any fraud,
corruption or wrongdoing on the
part of Howard Hughes or his asso
ciates. All the evidence is directly
to the contrary.”
The committee conducted a
lengthy investigation last year into
^fr. Hughes’ wartime contracts with
the Government for photo recon
naissance planes and a huge wooden
flying boat.
Those hearings led to a more sen
sational investigation of the war
time financial dealings of Maj. Gen.
Bennett E. Meyers, former No. 2 Air
Force procurement officer.
Meyers Now in Jail.
Gen. Meyers was later tried and
convicted on charges of persuading
a business associate to lie to the
committee about his sideline activi
ties. He is now serving a 20-months
to-5-year jail sentence.
The majority report, issued last
April 14, leveled blistering criticism
at both Mr. Hughes and Gen.
Meyers. But the Democrats insisted
that Meyers’ activities were not re
lated to the Hughes contracts.
"It would have been the better
and fairer practice not to have dis
cussed these matters at all,” their
report added.
They said it was "unfortunate”
that the committee selected the
Hughes contracts as the first to be
investigated among all of the Gov
ernment's wartime contracts for air
craft.
“Of the many billions of dollars
spent by the Government for air
planes in the war, the Hughes and
Hughes-Kaiser contracts amounted
to approximately $40,000,000, or only
a fraction of one per cent,” they
reported.
Belgian Premier Cancels
Resignation of Cabinet

BRUSSELS. Belgium, May 14.—
The government announced today
that Premier Paul-Henri Spaak has
withdrawn the resignation submit
ted by his two-party coalition
cabinet last week.
Mr. Spaak’s decision followed an
agreement between Socialist and
Catholic Party leaders on the school
subsidies policy, which caused the
cabinet crisis. Mr. Spaak is a
Socialist.
Belgian Senate President Henri
Rolin reported today to Regent
Prince Charles that a compromise
had been agreed on by both parties.
Mr. Spaak then was summoned to
the palace and withdrew his resig- j
nation.

Action Against Dog Owner
in Attack on Boy Delayed
The Corporation Counsel’s offloe
today deferred until June 2 action i
against Mrs. Ophelia, Martin, owner
of a dog which savagely bit a 5
year-old boy last Wednesday.
In a hearing attended by nearly
a dozen witnesses. Prosecutor Clark
i F. King granted Mrs. Martin, who
i is colored and lives at 1026 Florida

avenue N.E., additional time to
consult a lawyer. Mr. King told
the dog owner she faces being
charged with “permitting a vicious
dog” to enter public space.
The victim of the attack, Philip
Donahue of 1114 Florida avenue
N.E., is still in Casualty Hospital
under treatment for bites on the
body, left leg, and face. The child’s
mother, Mrs. James Donahue, said
he is receiving penicillin injections.
Japan has produced 146,000 tons
of matches in 10 months.
