Mr. Key who at times acted as assistant attorney general in charge of the tax division, was active in de veloping principles of tax law. Mr. Key was the author of “The Legal Work of the Federal Govern ment” which appeared in the Vir ginia Law Review in December, 1938, and was co-author of “Taxa tion of Government Bondholders and Employes,” published in 1938. and the 1947 edition of the “Manual of Instructions to United States Attorneys in the Handling of Tax Cases.” Mr. Key, a collateral descendant of Francis Scott Key, author of “The Star Spangled Banner,” was bom in Baltimore. She was a popular after-dinner speaker here and was known for her “Will Rogers wit.” friends recalled today. Miss Grogan was born on Eureka Plantation, Elbert County, Ga., the locale of many stories of the old South written by a niece, Miss j Elmira Grogan. She was the eldest ' child of William Grogan, a Method- | 1st minister. Her mother was a college graduate in 1841. Miss Grogan was graduated from Wesleyan Female Institution, Staun ton, Va., and came to Washington in 1898 to study at the Corcoran Gallery of Art. She also studied at Columbian University, now George Washington, and was graduated from the Washington College of Law, in 1904. She was employed for some years in the office of the auditor for the War Department before her retirement in 1918. Traveled Extensively. She had traveled to South Amer ica and Europe many times and went around the world twice. She was a member of the Amer ican Association of University Women, Columbian Women, Daugh ters of the American Revolution, the National Woman1* Party and the Women’* City Club. She for merly served on the Board of Di rectors of the latter two organiza tions. Besides Mrs. Gregory she is sur vived by a nephew. Starke M. Niblack.'74, a past president of the National Editorial Association, died at his home yesterday. Mr. Niblack, retired publisher of the Daily Leader of Guthrie, Okla, was a member of the staffs of five Oklahoma territorial Governors and was active in the formation of that State. , He was prominent m Masonic activities in Guthrie and Oklahoma City and in Tampa since coming here in 1927. Saturday masked his 50th anniversary as a Mason. Survivors include nis wiaow, xvirs. Orlene Niblack; a daughter, Mrs. G. E. Melton of Tulsa, Okla., and a ssiter, Mrs. Dayse N. Morrison, of Tampa. Funeral services and burial will be in Tampa at a time to be fixed later. Bazaar Slated Friday At Garfield Hospital The out-patient department of Garfield Memorial Hospital will sponsor a bazaar at the hospital grounds at 4 p.m. Friday to raise money for redecorating the depart* ment. Items for sale were contributed by patients and families of doctors connected with the clinic. Supper will be served for $1.25. Dr. Thomas Gonder is chairman of the bazaar.
