Serving Washington 48 Years First 3-Year Contract For Phone Workers Takes Effect Here A three-year contract covering 3.000 District telephone operators and traffic clerical workers went into effect today between the Chesapeake & Potomac Telephone Co. and Washington Traffic Division, No. 50, of the Communications Workers of America. Signed late last night, it is tne first of its kind ever adopted here and replaces a one-year contract that expired at midnight. It was hailed by union officials as contrib uting to “long-range stability” and as a basis for settlement of other CWA contracts in the industry. The| CWA is an independent union. The accord provides no immediate wage increases. It gives both parties an opportunity to reopen negotia tions on wages at any time during thi^next 12 months and again at the end of another year if an agreement is reached. The contract could be canceled at the end of the first year if there is no agreement, or at the end of the second year under sim ilar circumstances. Company officials said the settle ment came after seven weeks of bargaining. “There will be no change in pres ent basic wages.” F. G. Macarow, vice president and general manager said. “The new contract is to run for three years from May 18. It pro vides for two reopenings for recon sideration of basic wages during the life of the contract. “It also provides that there shall be no de-liberalization of the provi sions of the pension plan while the contract is in effect. The bargaining was almost continuous during the past few days in an endeavor by both parties to reach an agreement before expiration of the old con tract.” Mrs. Mary E. Gannon, president of Division 50. said the long-term contract “gives workers more liberal termination pay, ties pensions down to the union’s contract, improves the grievance procedure and a holi day differential and clarifies the wording of the contract in a number of ways.” Noting that the settlement is the first in th Bell System this year, Joseph A. Beirne, CWA president, said: "Terms of Division 50’s settle ment can serve as a basis for set tlement of other CWA contracts and prevent the possibility of a strike in the industry. This agree ment. and many others like it that may be negotiated across the coun try', can provide long-term stability in the industry if proper wage ad justments are made within the next 12 months and thereafter in ac cordance with the wage provisions of the contract." Mr. Beirne said about 50 such contracts are under negotiation. They cover about 217,000 of the 230,000 workers represented by the union. Speculation mounted over what the new weapons may be. Whatever they are—guided missiles, radio active clouds, an improved bomb or whatnot—the White House an nouncement indicated no time is being lost in putting them into production. It said: "The President gave general ap proval of (Atomic Energy) Com mission plans *for steps it proposed to initiate at once for further nuclear development, based upon informa tion gained from the tests.” David E. Lilienthal, AEC chair map, added pointed emphasis to this statement. He said the tests, involving some 10,000 military and scientific personnel, were a “mile stone in atomic development.” With the Nation thus embarked on a new atomic era, there were indications the armed forces are grooving their plans for using the new weapons. And the Navy has asked congres sional approval of plans to con struct the world’s biggest warship— a 65,000-80,000-ton aircraft carrier whose flight deck could serve as a launching base either for A-bomb bearing planes or guided missiles with atomic warheads. In Congress, meanwhile, battle lines formed over how long mem bers of the Atomic Energy Commis sion should serve. The Senate-House Atomic Energy Committee filed a report with the Senate yesterday saying the com mission “because of the nature of its duties and the extent of its power, can exercise decisive control over the destiny of our Nation and the lives of our people.” Limited Extension Approved. For this reason, the Republican dominated committee said, there should be no rush about appointing Chairman Lilienthal and the other four commission members to regular terms ranging from one to five years. The committee approved a bill wr.ich would extend their terms only to June 30, 1950, and, in effect, give the next President the right to make the full-term appointments. Senator McMahon, Democrat, of Connecticut said he will file a minor ity report and rally support to give Mr. Lilienthal and his colleagues regular apointments.
