Federation By the Associated Press BALTIMORE, May 19.—The American Federation of Artists wants German masterpieces re turned to Germany immediately. During its national convention here the federation said in a resolu tion that the planned Nation-wide exhibition of the paintings would subject them to Irreparable damage and would violate "the most solemn pledges of the United States Gov ernment.” Approximately 202 paintings are included in the exhibit. The federation urged President Truman to cancel the tour when the New York showing is concluded. Ferry Captain and Mate Accused of Negligence By It* Associated NCKEOLK, V? ..'IlafjpLcherges of negligence and mtcebrtiuet were brought yesterday against the skip per and mate of a Norlollc-Newport News ferry in an administrative ac tion by the Coast Guard.' 3 The action against the licensee of Capt. Edward H. Hudgins, 31, of Norfolk, and the mate, Ray Rule, 42, of Portsmouth, was taken after a Coast Guard investigation of the errant voyage of a ferryboat acroes Hampton Roads on the night of April 29. It took the ferry three hours to make the normal half-hour crossing. Hudgins and Rule also will face two charges in Newport News Police Court Friday. Report to Royall Asks 220 Million Recovery Aid for Japan, Korea By John A. Giles A $220,000,000 recovery aid pro gram. for Japan, Korea and the Ryukyu Island? was recommended today by an Economic Inquiry Com mittee named by Army Secretary Royall. The committee, divulging for the first time that the Army has pre pared and the State Department approved such a proposal, said it is "essential in order to reduce and eventually eliminate spending in these areas for relief.” "As an occupying power, we have accepted a flag responsibility,” the group reported to Mr. Royall.
