Air Force and Navy
At Odds Over Plan
For Giant Carrier

The proposal to build a supersize
aircraft carrier may reopen an Air
Force-Navy argument supposed to
have been quieted by high command
agreement two months ago.
Some high Air Force officials take
a dim view of the Navy’s plan
backed by President Truman and
Secretary of Defense Forrestal—to
construct a 65,000-ton, flush-deck
carrier from which long-range
planes could be launched. But what
form the Air Force opposition may
assume is not yet clear.
Nub of Controversy.
The nub of the developing con
troversy is this:
The Air Force contends that the
assignment of missions worked out
at the high command conferences
with Mr. Forrestal at Key West, Fla.,
in March specified two things:
1. The primary function of the
Air Force is strategic air warfare
(defined as the destruction of fac
tories, sources of raw material, rail
and highway systems and other
things making up an enemy’s war
making capacity).
2. The Navy’s primary air func
tion is support of a "naval cam
paign” i defined as an operation or
series of operations by ships, planes
and marines to gain, extend or
maintain control of the sea).
Despite this, the Air Force main
tains that a carrier of the size
planned—with an unobstructed flight
deck piore than 1,000 feet long—
undoubtedly would be used to launch
big planes, possibly carrying atomic
missiles as well as conventional
bomb loads, to strike at strategic
targets.
This, the Air Force feels, would
result in the Navy’s encroaching on
its assigned duty.
Refuse to Support Idea.
For this reason, it is understood
that Air Force representatives at
sessions of the Joint Chiefs of Staff
(Army-Navy-Air Force i have re
fused to support the idea of super-,
| carriers.
Mr. Forrestal, in a recent letter
to a House Armed Services Sub
committee, said the carrier project
has the approval of President Tru
man and himself. He made no
reference to agreement by the joint
chiefs. The full Armed Services
Committee approved the carrier
project this week.
The letter reiterated what Mr.
Forrestal had told reporters previ
ously—that he wants a "single pro
totype” super-carrier built as a pat
tern in case a fleet of such ships is
needed in some future emergency.

any Intention to trespass on the Air
Force’s strategic bombing duty.

One Navy explanation of the need
for 65,000 or 80,000 ton carriers Is
that the growing size and weight of
fighter and torpedo-bomber aircraft
require a bigger, more heavily con
structed flight deck. Navy men also
say that with the growing use of
jet fighters longer decks are desir
able, especially for landing the high
speed air craft.
Navy men do not deny—but also
do not emphasize—that the flight
deck of the super-carriers would
make possible the use of large,
multi-engine bombers.
Speculation has been that such
carriers could approach an enemy
coast thousands of miles distant
from American home bases, launch
its bombers and strike targets well
beyond the range of present-day
long-distance bombers operated by
the Air Force. The argument against
this has been that carriers are
highly vulnerable to both submarine
andqair attack.
Two Held Here on Charges

colored, of Arundel County, Md.,
was arrested as he slept in an j
automobile in the 900 block of!

Guptill said he was using two half- <
gallon bottles of non tax-paid
whisky for a pillow.
In a nearby house they arrested
Teddy W. Thorpe, 33, of Accokeek,
Md. The policemen said Thorpe
admitted ownership of the car but
could not understand the presence
of a case of com whisky found in
the trunk compartment.
