Worren A new move to increase the rates of the District’s inequitable personal income tax as a means of avoiding a sales tax here will be shunted quickly into the dis card, it was indicated today. Such a plan proposed in a bill offered yesterday by Representative Klein, Democrat, of New York, a sales tax opponent, who proposed both a rise in income tax rates and a broadening of its coverage. Leaders of both the House and Senate District Committees, who have accepted a 2 per cent sales tax plan as the only means of meeting impending big District deficits, have insisted it would be “unconscion able" to increase income tax rates so long as only a selected minmity. of District residents must pay the levy. About 88.000 Pay. Only about 88.000 of a potential 200.000 residents now pay the per sonal income tax here, since the Government .salaries of all persons living here but claiming domicile in one of the States now are exempt. The Klein bill, while proposing a j sharp boost in rates, also would j broaden the coverage to include! those "maintaining a place of; abode" here for seven months or more out of the taxable year. in-J stead of only to those "domiciled” here. District Government leaders and many others have asked for such a change in the income tax base, but the House last year overwhelmingly defeated the plan. Belief that such a move is a "dead duck" was a major reason why con gressional District leaders have turned to the sales tax as the "only adequate solution" to impending deficits. Sales Tax Bill Revised. Chairman Bates of the Fiscal Subcommittee of the House District Committee, where the Klein bill will be sent, yesterday made public a tentative draft of a revised sales tax bill which he will sponsor. This closely follows the Maryland sales tax law with some modifications suggested by the Commissioners and the Board of Trade. The Bates bill, expected to be introduced next week, already is scheduled for House District Com mittee action next Thursday. In formal approval of the bill has been given by members of the Bates subcommittee. Under the Bates plan it would not go into effect in the year be ginning July 1. unless Congress or ders a Government pay raise. Oth erwise it would become effective the following year. Mr. Bates hopes other means will be approved to balance the 1949 budget. The Klein bill, it was estimated, would boost the city's personal in come tax receipts from $3,500,000 to $15,500,000. without counting the effects of a prospective Government pay raise, on which pistrict work ers would have to pay more in both Federal and District income tax§s. Scale of Payments. Present city income rates, rang ing from 1 to 3 per cent, would be raised under the Klein bill to 2 per cent on the first $2,000 of tax able income, 3 per cent on the next $3,000. 4 per cent on the next $5. 000 and 5 per cent on income over $10,000. In addition, the Klein bill would abolish as no longer needed the present 5 per cent income tax levy on incomes of unincorporated businesses in excess of $10,000.
