Carlson CH. 7438 Senate Advisory Unit Urges Cash Benefits For Disabled Workers Monthly cash benefits to workers totally and permanently disabled should be provided under the social security system, according to a rec ommendation by the Senate Finance Committee’s Advisory Council on Social Security. The council describes the protec tion against loss of earnings through permanent disability as one of the most urgent economic needs of workers. Few workers can save enough to support themselves and their families through long periods when they are totally disabled, ac cording to the council. The council is headed by Edward R. Stettinius, Jr., rector of the Uni versity of Virginia and former Sec retary of State. It includes 16 other prominent citizens named by the Senate committee last fall. Two members dissented from the report, maintaining that the needs should be met from State assistance pro grams with Federal aid. Under the disability insurance program, protection would be ex tended to “insured” workers who have had jobs covered by the law for 10 years or more, employment for at least half the time since 1948 in covered jobs, and also at least half the time before the disability begins. Benefits would begin six months after the worker became disabled. The amount he would receive would be equal to the amount he would get if he were entitled to a retirement! benefit under the old-age insurance: part of the law. This would vary1 from a recommended $35 a month for a person whose average wage was $50 monthly, to $78.75, the max imum, for a person who earned $350 a month. At the same time the disabled person’s rights to_ full old age and survivorship protection would be preserved. The benefits would cease if the person recovered or if he refused rehabilitation servicer to help him return to work. The report urging monthly bene fits to the disabled as part of the Social Security Act’s old-age and survivors’ insurance program is sup plemental to the council’s earlier report. In April it recommended a 22-point program for expanding and liberalizing the insurance sys tem. Man Fined $250 in Taking Pictures of Minor Girls A 65-year-old cabinetmaker yes terday was lined a total of $250 and given suspended jail terms totaling 30 months on five charges of con tributing to the delinquency of minor girls by taking photographs of them posed in the nude. George M. Howe, of the 3200 block of O street N.W., pleaded nolo con tendere (no contest) to the charges before Judge Fay Bentley in Juve nile Court, after withdrawing his earlier request for a jury trial. He was accused of having paid five girls, between the ages of 11 and 15, small sums of cash to po6e for him in his rooms, where, police added, he also made improper ad vances toward some of them. The offenses occurred during the past tliree years, according to reports. Potential 'Incident' Exists In Trieste, Gen. Moore Says The situation in Trieste, where a huge Yugoslav army faces a small ,band of United States troops, is “quite tranquil,” but a potential “incident” exists there, Maj. Gen. Bryant E. Moore said yesterday. Gen. Moore, who has just been relieved of command of the 5,000 American soldiers there, added that “we must protect ourselves against that possibility. The •general, who appeared at a news conference, is scheduled to be come chief of the Army’s Public Information Division after a month’s leave. He will relieve Maj. Gen. Floyd L.
