ATHENS, July 1.—An earthquake
has damaged a supply port for
Greek forces fighting guerrillas
about 100 miles away, but the Gov
ernment claims to have broken the
guerrillas’ grip on an intervening
road.
The port of Preveza on the west
coast, suffered damage yesterday
from a temblor that killed three
persons, injured more than 100 and
destroying 9 out of 10 buildings in
nearby Levkas.
But Minister of War George
Stratos said last night that govern
ment troops had restored traffic on
the road from Preveza to Iowan
nina, 50 miles north, by driving the
Communist-led rebels away from ad
joining heights.
In occupying the heights, the
guerrillas had stopped the flow of
supplies to three Greek divisions
engaged against other rebel bands
in the Grammos Mountains some 50
miles beyond Ioannina. A dispatch
said American road workers fled be
fore them.
Mr. Stratos said the loyalist
counterattack had air and naval
support and cost the guerrillas
heavily. News stories placed the
battle 11 miles south of Ioannina.
Other reports said three guer
rilla battlions, on a sector not speci
fied, were seeking to surrender and
army officers had gone to negotiate
with them.

Levkas, hardest hit by the quake,
has 5,000 Inhabitants and is at the:
north end of an island of the same
name with 26,000. The whole Island i
apparently was shaken. The Ionian j
Sea was reported to have risen.

Russia Offers New Formula

Russia has proposed a new for

officials said yesterday.
Soviet Ambassador Alexander S.
Panyushkin outlined the new pro
posal In a note to the State Depart
ment.
Officials concerned with the 15
month-long negotiations said the
note shows Russia has modified her
earlier position but “we’re still
pretty far apart." No details were
given.
A meeting of American repre
sentatives with Mr. Panyushkin and
other Soviet negotiators probably
will be held soon to see If the con-!
flicting viewpoints can be worked
out. the officials told reporters.
The Soviets have balked at set
tling up mainly because they con
tend their wartime contributions to
victory entitle them to a better deal
than the State Department has of
fered.
The American Government has
insisted that Russia, like all other
lend-lease countries, pay part of the
cost of lend-lease goods which have

than did other countries and thus
her bill would be higher.

Plane Over Bulgaria

ISTANBUL, Turkey, July 1.—Bul
garian anti-Communists whipped
Communists in a bloody fight
aboard a plane in flight over' Bul
garia yesterday, Istanbul airport at
tendants reported. The bloodstained
ship landed here last night.
The attendants were able to re
late only the bare outlines of what
happened before Turkish police
threw a veil of censorship around
the whole incident. The plane had
19 living persons aboard. The pilot
was dead, two other crewmen were
wounded.
The plane, a Junkers 52 transport,
took off from Varna, on the Black
Sea, late yesterday for Sofia, with
17 passengers. Aloft, the airport
attendants said, the anti-Com
munists aboard declared themselves
and took over the plane, but only
after a hard fight.
One unidentified youth, wearing a
blood-soaked shirt, shouted after

The spectacle of planes winging
suddenly out of the skies carrying
refugees from countries in the Com
munist bloc has become a familiar
one In Europe this spring.
Since February, at least eight i
planes from Csechoslovakla have
dropped onto airfields in Germany,!
France and England, carrying anti-;
Communist refugees.
