Y.) Lodge No. ; 1515. The election took place at the 84th grand lodge session. ! —AP Wirephoto. ' Woman Who Helped Boy Enlist Is Freed Of Perjury Charge A warrant charging Mrs. Cathe rine D. Nuanes, 43, of the 800 block of New York avenue, Silver Spring, with perjury in connection with the Army enlistment last month of a 14-year-old Takoma Park boy was dismissed in Silver Spring Police Court today. The warrant was sworn out by the boy's father, Jacob Loewy. 421 Ethan Allen avenue, who accused Mrs. Nuanes of posing as the mother of his son William. Trial Magistrate William B. Wheeler granted a motion by De fense Attorney Joseph B. Simpson, jr„ to dismiss the warrant on the grounds Mrs. Nuanes had not taken an oath when she signed a paper'before a Silver Spring no tary public stating she was the boy's mother. State's Course Undecided. Judge Wheeler explained that under Maryland law a person must take an oath certifying to the truth of statements he or she makes be fore perjury can be proved. At the same time, however, he warned Mrs. Nuanes that the prosecution has the option of pre senting the case directly to the grand jury. State's Attorney Wal ter W. Dawrson said after the hear ing he had not yet determined whether to take further action. The notary, Harvey G. Zwally, 927 Gist avenue, testified Mrs. Nuanes signed an affidavit before him last month stating she was the mother of William Loewy. He said he then notarized the affidavit. Took Her Word. "I told her the boy appeared too young to enlist In the Army,” Mr. Zwalley said, "but she told me Mis stepfather made him work too hard so I took her word for the accuracy of her statement.” Under cross-examination by Mr. Simpson, the notary admitted he had not administered an oath to Mrs. Nuanes before or after she signed the affidavit. It was then that Mr. Simpson made his motion to dismiss the warrant. Mrs. Loewy said her son now Is in San Antonio, Tex., and is ex pected to be discharged soon. Arias in Canal Zone After Panama Riots By th« Associated Pross PANAMA CITY, Panama. July 6. —Arnulfo Arias Madrid, his election Lo Panama’s presidency challenged, many of his supporters under arrest and he himself a political refugee, says "my little country is going to hell.” Dr. Arias showed up in the United States-controlled Canal Zone, where he took refuge yesterday with a dozen other top leaders in the wake of political riots which claimed three lives in Panama over the week end. Panama's government declared a state of emergency Sunday follow ing a shooting incident between Panama police and Dr. Arias' fol lowers. The district attorney's of fice in Panama said 310 Arias men are under arrest. Although Dr. Arias apparently was victorious in the May 9 election, there was a question whether he would get the post. His eligibility has been challenged on grounds that Panama's constitu tion bars any one elected as Presi dent from running again until two terms have elapsed from the date he last held office. The 47-year-old Nationalist leader was ousted from the presidency in a coup d'etat In 1941. Dr. Arias won an unofficial count in the May election but a recount now is under way on behalf of his Liberal Party opponent, Domingo Diaz Arosemena. Negro Democrats to Protest Opposition to Truman By tht Associated Press DETROIT, July 6.—Emmett 8. Cunningham, president of the Na tional Council of Negro Democrats, said last night he has called a meet ing of Negro Democrats at the Pyramid Club in Philadelphia Sun day, the day before the party's national convention, to protest what he termed the growing opposition to President Truman's nomination. Mr. Cunningham said he met with several of his regional directors last week In New York. He said a "strong pro-Truman sentiment” was evident there. Walter A. Kennedy, president of the Associated Tavern Owners of Brooklyn and a director of the Asso ciated Tavern Owners of America, said a delegation of 100 had met to form the new group to fight prohi bition and excessive liquor taxes. Mr. Kennedy said the group will be a public body in opposition to the Women's Christian Temperance Union and that he hoped to enroll 10,000,000 members nationally. Aid to Britain Isn't Diverted To Arabs, Hoffman Declares By th« Associated Press The Economic Co-operation Ad ministration advised Congress yes terday that no foreign-aid funds are being used by Britain to help Arab countries in the Middle East. The information was given by; ECA Administrator Paul G. Hoff man in a letter to Chairman Bridges of the Senate Appropriations Com mittee. It confirmed previous assur ances give nto Chairman Taber of the House Appropriations Commit tee. “Whatever military equipment may have been supplied by Great; Britain to Middle Eastern Nations,”; Mr. Hoffman wrote Senator Bridges, “was in accordance with treaty obli-; gations” and “is strictly of British origin.” "No supplies which we have sent the British were or are being di verted'to give aid to any countries in the Middle East." Mr. Hoffman said that in all sit uations where considerations of help are primarily political, “it seems obvious that it is the State Department rather than ECA which should formulate policy. ... July 6.—A Wis consin Central Airlines plane carry ing nine passengers made a safe "belly landing” at Wold Chamber lain Field here last night after circling the field for two hours. When the pilot, Charles W. Nason of Madison, Wis., discovered his landing gear would not work, he ad vised the field he would fly around until his gasoline was gone to lessen the chances of fire and explosion. Police and fire equipment waited on the ground. When the plane landed the partly opened landing gear plowed into the ground and stopped the plane without damage.
