Law Professor By th» Associated Press BALTIMORE, July 7. — Alfred Bagby, jr., 82, Baltimore attorney, ifor many years professor of testa mentary law at the University of Maryland, died in Union Memorial Hospital last night after a brief ! illness. Born in 1866 in Virginia, Mr. Bagby had spent most of his life | here. He was a graduate of Richmond College and the University of South Carolina. He received his doctor of philosophy degree from Johns Hop kins University. Mr. Bagby was a member of Phi Beta Kappa. He had served for 50 years as a deacon of University Baptist Church and of the Seventh Baptist Church. He is survived by his widow, the former Miss Janet Campbell of Es sex County, Va., to whom he was married 57 years ago, and two daughters, Mrs. Charles Jules Sa balot of Washington, and Miss Anne Campbell Bagby of Baltimore. Funeral services will be held to morrow. 2 Killed, 8 Hurt as Bus From Buffalo Crashes By the Associated Press BATAVIA, N. V., July 7.—Two passengers on a Greyhound bus were killed last night when it skidded .into a power pole along route 5, overturned and burned to its frame. Eight of the 13 other passengers and the driver were injured. The bus was bound from Buffalo to New York via Scranton, Pa. The accident happened on a curve near Pembroke, about 18 miles west of here, after a rain. Killed were Mrs. Carol Fredericks Elsheimer, 20. of Gasport, and Henry Daniel Hulse, 21, of Colum bus, Ohio. Bernice Schappaugh, 27, and her sister, Leona Crafe, 30, both of Geneva, Ohio, were hospitalized with burns. The former's condition was described as critical. 'Malicious Tampering' Blamed for Rail Wreck By the Associated Press The Interstate Commerce Com mission said today that “malicious tampering" with the tracks caused the derailment of a Reading Co. passenger train near Valley Forge, Pa., on May 9. Two train employes were killed and 66 passengers were injured in the accident. The commission said the tracks; had been inspected only a few hours before the mishap and were found; in good condition. Burge Dies; Was ICC Examiner Roy I* Burge, 40, president of the Chillum Heights Citizens’ Associa tion and a motor carrier examiner for the Interstate Commerce Com Mr. Bare*. mission, aiea yesterday at the Bethesda Na val Hospital alter a brief illness. He lived at 5735 Kansas avenue N.W. Mr. Burge had been with the ICC since 1923 and had been an examiner for the last 20 years. At the time of his death he was serving his second term as president ol the citizens associa tion. A native of Iowa, Mr. Burge at tended business college in Chilli cothe. 111., before coming to Wash ington as a statistician with the ICC. He attended National Law School while working and became a member of the District and Vir ginia Bar Associations. But he 'did not practice. A veteran of Army service during World War II, he was a member of the American Legion. Surviving are his widow, Mrs. Louise Burge; three daughters, the Misses Eunice Elaine, Barbara Sue and Bonnie Lou Burge, all of the Kansas avenue address; two brothers, Addison Burge and George Burge, and a half brother, Andy Shaw, all of Iowa. Funeral services will be held at 1:30 p.m. Friday in the Wallace Me morial United Presbyterian Church, 712 Randolph street N.W. Burial will be in Arlington Cemetery. Youth, 16, Admits Charges Of Holdup and Slaying By the Associated Press PITTSBURGH, July 7.—In less than 10 minutes yesterday a used car lot was held up, a man was shot to death and a 16-year-old boy was captured by police as he at tempted to flee into a theater. Police inspector John J. Dean identified the prisoner as Joe Man uel, and said he had been booked on a charge of murder and turned over to the Homicide Bureau. Inspector Dean said Manuel, in a verbal statement, had admitted both the holdup and the shooting. The victim was Robert E. Lennon, 38, a heating company salesman of Wilkinsburg, who was found dead in his automobile. Police said the robber took tVo wrist watches and $4 in cash from men in the used-car lot, and then fled two blocks, where he tried to make a getaway in Mr. Lennon’s car. When Mr. Lennon resisted, he was shot. Police approached and the attacker fled. When he was arrested, Inspector Dean said, Manuel had in his pos session a .32-caliber revolver with three empty and three loaded shells, two wrist watches and a wallet identified as having been stolen. N. Y. Urdinance to luro Used Car Profifs Proposed By the Associated Press NEW YORK, July 7.—A proposed city ordinance which would limit used automobile dealers to 5 per cent profit on cars between six months and one year old was given a brief Public Committee hearing here yesterday. The proposal, by Councilman L. Gary Clemente, is aimed at halting the practice of selling new cars as used automobiles at prices greatly in excess of those listed for new cars. Among other things, it would require dealers in used autos to file with the police department information on their purchases and sales. J. R. Crossley of the Automobile Club of New York, told the com mittee he favored the measure in principle but would submit some amendments to committee members for consideration. Opposing the ordinance were George Copeland of the Automobile Merchants' Association and Charles Kriesler of the New York Used Car Dealers’ Association. Mr. Copeland said the measure would restrict free enterprise. Congress Reorganization Assailed by Cannon Sy the Associated Press Representative Cannon, Demo crat, of Missouri, says that after a two-year trial much of the Congres sional Reorganization Act is ineffec tive. “You can't point to a single thing it has accomplished except to in crease congressional salaries and provide retirement,” he told a re porter today. “Committees were cut too low. We should go back to the old sys tem.” . . . Provisions for estimating a budget prove ineffective, th$ Missourian said, and finally were “ignored.” Mr. Cannon said Congress should return to Washington as soon as the weather is cooler and start work on legislation advocated in party plat forms, “rather than just telling the people they are going to work on it. ’ Congressmen, he said, are getting paid to work, as are their office staffs, and "there is no reason why they should knock off work for six months. _ Boys, 9 and 11, Charged With Burning School By th« Associated Press HARRISON, N. Sager, 67, assistant man ager of the Willard Hotel, died at the hotel last night, apparently of a heart attack, while at dinner. He lived at 1650 Harvard street N.W. Mr. Sager had been In the hotel business for the last 48 years. Be fore becoming assistant manager at the Willard three years ago he was manager of the Dupont Circle Ho tel. A native of Beaver Creek, Md., he was manager of the Francis Scott Key Hotel in Frederick, Md., and the Fort Steuben Hotel, Steu benville, Ohio, before coming to Washington in 1934 to be manager of the Dupont Circle. Mr. Sager was a past president of the Washington Chapter of the Ho tel Greeters of America and a member of the Calvary Methodist Church. He is survived by his widow, Mrs. Edith H. Sager; a son, Elmer R. Sager, jr., of the Harvard street address, and two daughters, Mrs. William J. Miller of Tegucigalpa, Honduras, and Mrs. Carol James of Rockville, Md. Funeral and burial will be in Ha gerstown, Md. 119 'Nazi-Minded Aliens' lose Fight on Deportation By the Associated Press NEW YORK. July 7 —A group of 119 .persons, described as "Nazi minded aliens," have failed in a legal move to block their deporta tion., • Federal Judge Henry W. Goddard yesterday vacated a habeas corpus writ obtained last week, which claimed the group was being re moved from the country by the wrong court. United States Attorney Harold Raby said the group, scheduled to leave for Gerany tomorrow aboard an Army transport. Includes former leaders of the German-American Bund. Among them, he said, are Otto Fentzke, John C. Fitting and Otto Willumeit. Most of the group, rounded up early in the war, have been on Ellis Island, in New York Harbor, since they were taken in custody. Attor ney General Clark ordered their deportation. The group claimed in the writ that the New York Federal Court was the proper tribunal to order their removal, rather than the United States District Court in Washington, which had arranged it. They also contended that the Enemy Allen Act does not apply to them since “the war, for all Intents and purposes, is at an end.” Frank Baum, Official Of Mofor Firm, Dies Prank Baum, 63, business manager of the Potomac Motor Sales, Inc., 1206 New Hampshire avenue N.W., died unexpectedly yesterday after a heart attack at his home 8383 Coles vills road, Silver Spring. A native of the District, Mr. Baum lived in Washington until 1936, when he moved to Silver Spring. He was in the automobile business most of his life and had been associated with Potomac Motor Sales, for the last 10 years. Surviving are his widow. Mrs. Julia S. Baum, a daughter, Miss Alice R. Baum, who also made her home at the Colesville road address: a sister, Mrs. Hattie Ontrich. of Chevy Chase, Md., and a brother, John, of Washington. Bronson Dies; Retired Ship Designer James B. Bronson, 75, retired Navy Department ship designer, died today at Suburban Hospital, Be thesda, after an illness of four months. He lived at 205 West Thorn apple street, Chevy Chase. Mr. Bronson had been with the Navy’s Bureau of Ships for 45 years before his retirement in 1944 and was an authority on the design of the paravane, a minesweeping de vice. A native of Corfu, N. Y., he at tended school there. He studied ship designing at night while work ing as a surveyor with the New York Central Railroad. In 1895 he married Elizabeth Fuller, who died in 1934. Six years ago he married Gertrude Lienhard, who survives him. Also surviving are two daughters by his first marriage, Mrs. John E. Logan of Washington and Mrs. Carroll Bailey, Fairfax County, Va. Funeral services will be private. Vice Admiral Willson Rifes Set Tomorrow Funeral services for Vice Admiral Russell Willson, former deputy com mander of the United States Fleet, will be held at 0 pm. tomorrow in the Naval Academy Chapel. The services for Admiral Willson, who died yesterday in the Bethesda Naval Hospital, will be conducted by Comdr. Roy Bishop, chaplain of the Naval Academy. Burial will be in the Academy cemetery. Admiral Willson, who lived at 107 Hesketh street, Chevy Cha*. Md., organized the code and signal sec tion of the Navy during World War I and was a former superintendent of the Naval Academy. In September, 1042, Admiral Will son was made deputy commander in chief. He was retired the fol lowing January for physical dis ability, but was assigned to active duty as a member of the Joint Strategic Survey Committee of the Joint Chiefs of Staff. Surviving are his widtfw, Mrs. Eunice Westcott Willson, and two daughters, Mrs. Thomas D. Cun ningham and Mrs. Robert H. Rice, both of whom are married to naval officers. Wade H.
