New 3-Year Contract For Garment Workers Carries No Wage Rise fty th« Associated Press NEW YORK, July 29.—Repre sentatives of 47,000 garment workers and New York manufacturers of women's suits and coats have signed a new three-year contract which provides no wage increase. An escalator clause, however, per mits the union to demand higher wages every time the consumer price index rises 5 per cent above the February, 1948, Jevel. The agreement—the eighth suc cessive settlement without a strike since 1926—assured completion of a quarter century of labor peace in the New York women's coat and" suit industry. Mayor William O’Dwyer ' termed the agreement yesterday “an exam ple tjo the whole city and whole Na tion” of labor-management achieve ment in harmonious relations. Had Asked no Increases. The union. the-AFL International Ladies’ Garment Workers, had asked no wage increase from the 600 women’s clothing firms, which last February gave workers a per cent pay Increase under terms of an arbitration award. Several union prerogatives were abolished under terms of the new agreement to conform with Taft Hartley law requirements. The closed shop, under which only union members could be hired, was eliminated, and provisions made for substitution of the union shop, under which workers must join the union after being employed. Fond to Be Jointly Managed. Israel Feinberg, manager of the Cloak Joint Board, said the neces sity for altering established prac tices to conform with the new labor law had threatened to undermine stability of the industry, but that the threat had been overcome through “the intelligence and good will” of both sides. In the absence of Daniel W. Bell, federation president, J. Harold Steh jnan. first vice president, was sched uled to preside over the meeting. The federation's Budget Commit tee has recommended that* the goal be set at $4.509.170.. The National Gallery of Art will receive about $450,000 under the will of "the late William Nelson Crom well, 94, international lawyer, who died July 19.
