Nanking announced plans for the new currency yesterday, saying It would be “backed by a 100 per cent reserve” and would be worth 4 to $1 (United States) at the official ex change rate. Other foreign cur rency exchange rates will be an nounced later. The going black market rate for the fantastically inflated old cur rency is 12,000,000 to $1. Chinese were given until November 20 to : exchange their old yuan currency for the new at 3,000,000 %to one. Lack of Confidence Shown. There was almost universal skep ticism in Shanghai, the financial heart of China, about the new “sun” currency, as it is called. Commodity traders showed a lack of confidence in it. Commodity prices this morning were 20 per cent higher than yesterday. The head of one American bank in Shanghai told a reporter the step was taken by the government “against sound advice” and was no solution. Ellis Ezra, prominent local financier, declared: "The change from one piece of paper to another will not make any difference.” Foreign Currencies Barred. Financial skepticism was height ened by all the restrictions accom panying the new Issue, such as out lawing of gold, silver and foreign; currencies. Financial circles said if the newj currency actually was backed by a 100 per cent reserve, as the Gov ernment maintains, it would not be necessary to make such restrictions, j A Finance Ministry spokesman in! Policeman Chasing Thieves Hurt as Marquee Collapses A policeman's attempt to make a roof entry into a grocery to arrest two housebreakers sent him to the hospital with a broken leg early today. Pvt. Preston M. Cox, 45, of 5500 Thirty-eighth stret, Hyattsville, Md., and Pvt. Adam M. Amey answered a call to a grocery at 1033 Third street N.W. about 1 a.m. Two men could be seen inside the store, they said, but all doors and windows were locked. On the theory the two house breakers had entered from a roof skylight, Pvt. Cox climbed on a marquee and started up. The marquee floor gave way. Two other squad cars answered the call and arrested two colored men and Pvt. Cox went to Emergency Hospital. A communique from the French high command said the Viet-nam 7th Army, commanded by Gen. Nguyen Binh, was routed. French losses were reported as nine French solders and 38 pro French Viet-Namians killed. The sporadic battle took place, -! the French said, along the Mekong River, west of this capital of South ern Indo-China and about 100 miles farther north in the mountainous region along the border between Cambodia and Cochin-China.
