WASHINGTON NEWSMEN HONORED—Luther Huston, National president of the professional Journalistic fraternity, Sigma Delta Chi, is shown presenting two of the fraternity’s 1947 awards for distinguished service in newspaper work to Alan Barth, edi torial writer for the Washington Post, and Bert Andrews, chief of the New York Herald Tribune’s Washington Bureau. The Presentation took place yesterday at the National Press Club. Mr. Barth was cited for editorials. D.C.Heads Reject Dismissal Of Policeman, Impose Fine The Commissioners yesterday; turned down a Police Trial Board's recommendation that a policeman be fired for being drunk on duty and set the punishment instead at a $200 fine. The policeman is Pvt. Talbert E. Dowling, colored, 1810 Second street N.W., attached to No. 5 Precinct. The trial board found him guilty; of being intoxicated while on duty, after a one-day hearing on August. 6. His dismissal was recommended. The incident for which he was: charged occurred in No. 5 precinct on July 31. In appealing the finding of the trial board, Pvt. Dowling said his superior officers failed to have a urinalysis test made when he was accused of being1 drunk, failed to have him examined by a doctor and failed to charge him with the vio lation of the regulation at that time on the precinct book. Moore Given Till Sept. 24 To Answer Charge on Deals Ralph W. Moore, Washington commodity trader, has until Sep tember 24 to file an answer to charges that he violated the Com modity Exchange Act by not filing proper reports of his grain and lard transactions. Mr. Moore has asked Jack Bain, Agriculture Department referee, to dismiss the charges but Mr. Bain denied the motion yesterday and gave Mr. Moore the additional time to file his reply to the charges. Mr. Moore has been indicted with others by a District grand jury on charges of violating the Federal Registration of Lobbying Act. In the United States, a prevent able fire breaks out every 20 seconds. Gen. Spaatz Now Heads Civil Air Patrol Board Gen. Carl Spaatz, who recently retired as Air Force Chief of Staff,' has become chairman of the Civil Air Patrol Board at Bolling Air Force Base, headquarters of the organization. He succeeds George A. Stone of Columbus, Ohio, who was killed in an aircraft accident on August 20. The CAP, with about 160,000 mem bers in 51 wings, including the Dis trict, is an official auxiliary of the Air Force. The board serves in an advisory capacity to Maj. Gen. Lucas V.! Beau, national commander. Bay Captain Saved by Radar After Small Freighter Sinks By th« Associated Press SOLOMONS, Md., Sept, 1.—A 33-1 year-old Bay boat captain was! rescued by radar early today, more than eight hours after his little; freighter was swamped by high seas and sank about 50 miles below An-! napolis. The rescue was effected by the City of Norfolk, a Chesapeake Bayj steamer making its regular run from Baltimore to Norfolk. While the steamer was off Cedar [ Point, about 4 miles south of the i sinking scene, it picked up a strange object by radar. Christy was swamped in high seas about 4 p.m., while bringing a load of slag from Cris fleld to Baltimore. It sank while Mr. Christy was try ing to beach it. The only other crewman, Carroll Clayton Evans of Crisfield. was picked up by a tug a short time after the sinking. The Coast Guard reported he was taken to the Patuxent Naval Air Station. He had jumped on a small life raft just before the freighter went under.
