Reds Reported Urging Czech-Soviet Merger ly th« Auocialod Pr«t» PARIS, Sept. 11.—Hubert Ripka, former Czechoslovakian foreign trade minister, charged yesterday a group within his country’s Communist par ty is seeking Czechoslovakia’s imme diate entry into the Soviet Union. A member of the National So cialist Party, Mr. Ripka was ousted from the cabinet with other non pommunists in February. He reached France in April. He an nounced that he will work with the “Council of Free Czechoslovakia,” to be organized next month with head quarters in Washington, London, and Paris. “The reports of Communists working to make Czechoslovakia one of the Union of Soviet Repub lics have come to me not from one, but from five or six cities,” he told a news conference. "I was very much astonished by them. Those working for it are mdstly young people, from the Communist youth organization. Party officials are doing their best to keep it secret.” Mr. Ripka estimated Czechoslovak political refugees total 12,000 to 15,000, including about 60 deputies and eight former cabinet ministers. Mr. Ripka said the council would not seek recognition from the West ern powers as an exile government but will "interpret the interior struggle in Czechoslovakia to the outside world.” Brightwood Citizens Elect George R.
