Phone WOodler 6800 Man Convicted Here Under New Sex Law For Attack on Girl, 9 A 3£-year-old man was convicted by a District Court jury yesterday of committing an indecent act in volving a 9-year-old girl. The defendant, James Y. Cath cart, who said he had been a stud ent at the National Institute of Cleaning and Dyeing in Silver Spring, was the first person tried in District Court under the new sex statute enacted for the District by the last regular session of Congress. The maximum penalty for the of fense is 10 years in jail. Cathcart was arrested on the girl’s complaint that he had made improper advances to her in the 4700 block of Arkansas avenue N.W. on July 24. Judge Jennings Bailey noted it was the first case in the court under the new law but warned the jury against taking this into account “no matter how much we might feel an abhorrence of crimes of this sort.” The Jury deliberated about half an hour. The case was referred to the pro ! bation officer for pre-sentence in ! vestigation, and no date was set for sentencing. Cathcart has been in jail in lieu of $1,000 bond. He said he came to Washington from Florida to study at the in | stitute and had been rooming in the 500 block of Butternut street N.W. Assistant United States Attorney ; William Hitz prosecuted the case. Landowners Warned Law Requires Cutting of Weeds In a move to give hay fever suf ferers a helping hand, the District Commissioners today called atten tion to a law requiring that all weeds be kept cut to less than four inches. In a public statement, released after their meeting today, the Commissioners pointed out that the ragweed season is here. They urged all owners, occupants or agents of land to cut the weeds “in the in terest of those who suffer from the effects of pollen.” The law requires that the weeds be cut within seven days after notice from the Health Department \ to do so and that failure to comply 'makes the offender liable to a $10 fine for each day the weeds remain standing. Whenever no person can be found who claims to be the i owner of a piece of property, the I Commissioners are authorized to publish an order in the newspapers ! requiring the removal of the weeds. ' If the weeds are still not cut the District will do it and add the cost of removal as a tax against the | property.
