We go there lots of times, in Daddy’s car.” That was why he was sure he and Janice could make it walking. “We were all right,” Robbie said. "Janice ran in front of a car, but I pulled her back. We went over a great big bridge, but I told her not to cry.” “We went to a lady's house. We had milk and saw television,” Robbie recounted. "I was tired.” "I had iun,” put in Janice unex pectedly. Robbie climbed in Janice's crib. ”1 don’t want to go bed,” he said. “I want to go to Grandpa’s. And I will again if I want to.” Such was Robbie’s explanation of a hike which yesterday took him and his sister 7 of the 15 miles from their home at 3720 Ely place S.E. to Grandpa's place in Cottage. City. They were found near the Pennsyl vania railroad tracks on Kensington avenue. A dozen neighbors and police had searched for them since Ann Hal combe, 15, of 2109 Falrlawn avenue S.E., their babysitter, had reported them missing at 11:45 a.m. Their parents, Mr. and Mrs. J. 9. Va.. Nov. 13 —A test case going to the heart of Virginia’s “blue sky” law will be argued before the Virginia Supreme Court of Ap peals during the November session which opens Monday, court records disclosed today. Twenty-one cases are expected to be presented to the court during a session scheduled tentatively to adjourn on November 33. Among these will be the man damus proceeding brought by the attorney-general to test the con stitutionality of Virginia’s 1940 reve nue bond act. The “blue sky" case involves an appeal taken by the Travelers Health Association from an order of th# State Corporation Commission enjoining the associa tion from further promotion in Virginia of its mail health insurance business. The case was carried by the SCC on its secret docket, and little has been heard about it. Evidence in the case was that the Travelers Health Association is a Nebraska corporation with its principal office in Omaha. It main tains no offices in Virginia, has no insurance agents here, and conducts no business within the State bor ders. But from Omaha it mails promotional material to residents of Virginia, urging them to buy the association’s insurance contracts. Some 800 persons in Virginia have purchased the association’s mail or der policies. The commission looked upon these contracts as securities within the scope of Virginia’s securities law. lit ordered a cease and desist hear \ ing on the matter and sent a notice of the hearing to the Nebraska com-! pany by registered mail. One of the principal contentions made by the company before the Supreme Court is that this registered mail service is not sufficient in a quasi-criminal proceeding, a pro ceeding "in personam.” Other con tentions are that the Virginia Corp oration Commission cannot consti tutionally issue or enforce any order aimed at the use of Federal mails by an out-of-state corporation. To Hear Unusual Case. Because virtually all of the securi ties division's injunction proceed ings are filed against out-of-State promoters, the Supreme Court’s de cision in this case is regarded ^2 highly significant. The commission repeatedly has enjoined Canadian gold and silver mine stock pro moters from operating in Virginia. In an opinion on the case when! it was before the SCC, Commissioner L.
