Active Government Intervention in the vexing production speed-up. dispute still was only a possibility More than 100,000 men are off the1 1 job. I Arthur C. Viat, regional direc tor of the Federal Mediation and. Conciliation Service, said he had1 not decided whether or when to step into the peace talks. Some observers felt he would not take an active part as long as both sides kept making truce proposals. Called Fantastir. The latest of a series of these, was made yesterday by the com pany and turned down quickly by the UAW as "fantastic.” Ford suggested that the union call off its strike everywhere ex cept in the “B” building of the big Rouge plant in neighboring Dearborn and the Lmcoln-Mer cury plant^n Detroit. John 8. Bugas, Ford vice presi dent and top company negotiator,! said this would send 97,000 of the 102.000 idle Ford workers back to their Jobs within a few days. The other 5,000 are employed in the "B” building and the Lin-j coln-Mercury plant. These are the only places where the union has complained that Ford em-; ployes have been worked too hard. But to strengthen its hand the union called out all 62,000 Rouge j plant workers May 5, along with 3.000 from Llncoln-Mercury. 6ince i then another 37,000 Ford employes' throughout the country have been ' laid off because of a shortage of parts normally manufactured at! the two struck plants. Offers “Square Deal.” The Ford proposal, Mr. Bugas said, offered “a square deal to all parties directly or indirectly in volved in this strike." The UAW, however, thought dif ferently. Emil Mazey, UAW »secretary treasurer, called it “fantastic” and “merely a variation of the old employed trick of divide and rule.” Though only 5,000 workers are directly Involved in “the immedi ate dispute,” he said, all Ford em ployes are “directly affected by the basic principle of whether or not the company shall have the right to speed them up whenever it wants to.” Mr. Viat conferred with Mr. ' Mazey before yesterday’s two Shour company-union talks. Later I he talked with Mr‘ Bugas. He 'said he would remain in close I touch with both parties and might ! take part in the negotiations later. Sisterhood Will Honor. Mrs. D.S. Margolis Tonight Mr*. May 18 {JP), — Marian Anderson, Negro contralto, was awarded the Fin nish decoration “Pro Benignitat* Humana” yesterday. The cere mony took place at the American Legation. A free translation of the Latin name for the decoration would be "For the Benefit of Hu manity.” Forest Fire Hero's Iron Nerve 'Jumpy' at Award Presentation President Truman yesterday added his congratulations to those received by Ranger James W. A shy man at heart, he said the spotlight he faced was almost as trying at times as the glare of the forest fire he stopped with his bulldozer last November. Another thing that puzzled the 38-year-old “cat” operator and California forest ranger was why even celebrities he met asked him for his autograph. These latter included President Truman. It happened at the White House a few minutes after Agriculture Secretary Brannan had awarded Mr. Simons the American Forest Fire Medal for “outstanding heroism and devo tion to duty.” The President shook hands with the visitor and congratu lated him for his part in halting a particularly costly blaze in Topanga Woods during a dry spell in Southern California. Mr. Truman then offered to auto graph the certificate that accom panied the medal for heroism. Mr. 8imons had no sooner thanked the President for his courtesy when Mr. Truman sug gested they swap signatures. The ranger obliged in haste, scrawling his name on the back of a bit of literature urging the public to prevent forest fires. The two parted after a flve minute chat on the subject of fire control. The presentation at the Agri culture Department was a full dress performance in the patio, accompanied by cameras, flash lights, microphones and military music. Mr. Simons was a bit jumpy, he admitted, but man aged to come through like a vet eran. The ranger had been honored for volunteering to gouge out a trench with his bulldozer so near the advancing flames that his face and hair were scorched and his clothing partially burned away. He accomplished this feat over rough terrain, which threat ened to roll his caterpillar tractor into the Inferno.
