Gen. Howley Says U.S.
Is Stumbling Block to Russia's Ambitions ’America is the stumbling block to Russia’s international ambi tions. according to Brig. Gen. Prank L. Howley, who resigned this month as commandant of the United States Military Gov ernment in Berlin. Called the “Beast of Berlin” by the Russians, the general who has negotiated more than 1,300 agree ments with the Reds was luncheon speaker before more than 1,000 members of the Association of Pood Chains meeting in the Hotel Statler through tomorrow. “We’re the key pin,” Gen. How ley declared. “America has the system that will show them up. We’ll let ’em mind their business in Russia—but we won’t get out of their way.” Wants World Control. Russia is the big thread today, the general stressed. “She wants economic and political control of the world. And the only way she can get it is by force. After being defeated in grabbing-off satel lites, she doesn’t quit. She takes two steps forward the next time.’’ Americans won’t believe how brutal the Russians are, Gen. Howley stated. “They use the death method, and that’s awful definite,” he drawled. “They have brutal men at the top, who want to stay there. “America can take care of its local Commies. But, it does have to watch Russia.” The general heads his own ad vertising firm in Philadelphia, and because of this, he said, the Rus sians called him a “toothpick and shoe polish salesman.” Berliners Get Start. The general arrived back in the States September 16 after six years. His resignation became of ficial on October 1. Gen. Howley warmed to the subject of an improved Berlin at a press conference which fol lowed his address. “When I arrived in July, 1945,” he said, “the trademark of a Ber liner was a loose collar. After food, drugs were next in priority to put down an epidemic of dysen tery, which was killing off the old and young.” Church Guild Plans Party The Ladies’ Guild of St. Barna bas Church, Oxon Hill, Md.. will sponsor a card party at 8 p.m. tomorrow at the church. Boy; 6, Caught Trying To Burn Down Theater By tht Associated Prut VANCOUVER, Oct. 14—A « year-old boy tried to set fire to a suburban theater Tuesday night —his fourth attempt—police were told yesterday. Flames were 6 feet high when the fire was discovered under a stairway. “Another five minutes and the whole theater would have gone up,” said Manager H. H. MacSnee. "The boy stood beside the fire heaping more paper on the flames.” Police plan to refer the case to the fire marshal.
