British Labor Wins
Ballot by Single Vote
On Minor Issue

LONDON. May 2 —The Labor
government last night won a House
of Commons ballot on a minor is
: sue by a single vote, beating back
a surprise Conservative attack de
: signed mainly to shake Laboritej
prestige.
Parliamentary observers said an
adverse vote on such an issue—a j
Conservative proposal for a £1,000
($2,800) appropriation cut—prob
ably would not have forced the
j government to resign.
The House, sitting as a commit
tee of the whole, cast a tie vote;
of 278-278 over the Conservative
proposal to reduce the salaries of
Transport Minister Alfredv Barnes
and his assistants. The Laborite
committee chairman, James Mil
ner broke the tie with a vote in
! the government s favor.
Prime Minister Attlee’s cabinet
already has lost one such vote on
a minor motion since the February
general elections gave it a major
ity of fewer than 10 votes over the
combined Conservative and Lib
eral opposition. The Laborites
have won nine test votes, most of
them on major "issues of confi
idence,” since the new Parliament
met March 6.
High Blood Pressure Counted As Blessing in Some Ways

DETROIT. May 2.—High blood
pressure has some advantages, it
was explained to the American
Psychiatric Association today.
The extra pressure may give you
a better personality. You may be
come easier to get along with.
You may handle other people
better, to the advantage of your
business and of yourself.
The studies bringing out this
side of blood pressure were re
ported by Drs. Nathaniel S. Apter
and Ward C. Halstead, of the
University of. Chicago School of
Medicine, and Robert F. Heim
burger of Indian University School
of Medicine.
They examined people whose
minds were affected slightly by
high pressure. Why minds are
involved is not entirely clear, but
the condition has something to
do with a change in the supply
of blood to your grey matter.
So far as minds were concerned,
there were both advantages and
disadvantages. On the good side
were little changes in personality
These did not necessarily apply to
every one. but were apparent
among some of the driving, suc
cessful types
These people became more tol
erant. They were more willing to

increase in difficulty in sleeping

were mild defects in judgment and

The doctors did not claim that
high blood pressure is desirable.
But they pointed out the ability
of human beings to adjust them
selves to life’s wear and tear and
to get some good out of difficult
situations
