Av». at Albamarla ORduittv Hit Western Leaders Cool To New Red Proposal For Berlin Withdrawal ly th« Associated Press BERLIN, May 9.—Russia says she will agree to a city-wide elec tion in Berlin if Allied troops moved more than 100 miles back to West Germany. There appears little chance the Soviet condition will be accepted. Along with four other demands calculated to give East German Communists the upper hand in the elections, a Russian note last night proposed withdrawal of all occupation troops from the city. Russian troops would need to move only to Berlin’s outskirts. American, British and French soldiers would have to go to the Soviet zone border on the Elbe River, more than 100 miles to the West. Guarded but cool first reactions to the Russian response were registered by two of the three Western commandants who three weeks ago proposed the city-wide ballot. Western Chiefs May Meet. Maj. Gen. Maxwell D. Taylor, the American occupation chief here, said he found “little encour agement” in the Russian note. The British commandant, Maj. Gen. Geoffrey K. Bourne, termed the reply "a very roundabout way of saying ‘no.’ ” An American spokesman indi cated the three Western com mandants might meet today to see if any of the Russian condi tions could be accepted. The Soviets demanded, in addi tion to the troop withdrawal: 1. Scrapping of the occupation law now in force in West Berlin. Under it the Western powers gave their occupation zones self-gov ernment except in matters of for eign policy and security. 2. Permission for all Communist inspired East Berlin organizations, including the Red “national front” to function freely in the Western sectors. 3. Abolition of sector boundaries. 4. Restoration by the Western Allies of voting privileges to all former Nazis except those who lost the franchise because of convic tion as war criminals. Big Three to Discuss Offer. In Paris Secretary of State Acheson said the Russian offer probably would be discussed in London at the Big Three foreign ministers’ conference later this week. The Russian demands, Mr. Acheson said, were a repetition of demands made a year ago by Soviet Foreign Minister Andrei Vishinsky “with some added trim ing.” Withdrawal of Western troops, said a high British official, would “simply be an invitation for the Communists to walk in and take ' over.” Two Motorists Attempt To Run Down Officers District police are seeking two motorists accused of attempting to run down policemen. Pvt. Delmo V. Pizzati, a plain clothesman of No. 1 precinct, said a 1941 dark green sedan almost knocked him down about 2:45 a.m. today when he tried to talk to the driver in the 1000 block of E street N.W. Pvt. Pizzati, who was investigat ing a complaint that the car was following some one, said he ; shouted at the driver that he was a policeman and wanted to talk to him. Pvt. Pizzati said he fired a shot at the fleeing car after it nearly knocked him down. He did not know if the bullet hit its mark, but police broadcast a look out for a man who may have a bullet wound. Another shot was fired at a fleeing motorist yesterday by Pvt. Jewell Carroll, 48, of No. 8 pre cinct after the driver tried to run him down on Wisconsin avenue at Quebec street N.W. Pvt. Carroll said he had com mandeered a private car and chased a convertible because the driver paid more attention to a woman pedestrian than police sig nals at a school crossing. Pvt. Carroll said the convertible finally pulled over to the curb and he was walking toward it when the driver sped toward him. Crosbys Disagree on Reports Of Rift Between Bing and Dixie By th« Associated Press PARIS, May 9.—The Crosby brothers—Bing and Larry—told conflicting stories today of the state of the famous crooner’s 20 year-old marriage to onetime film star Dixie Lee. Here in Paris the screen and radio singer denied a Hollywood report that “strained relations’’ are blighting his married life. But in Hollywood his brother Larry, head of the Crosby Re search Foundation, said: “We hope it is a separation and not a di vorce.” The report started with John O’Melveney, an attorney for Bing, who said yesterday in Hollywood that things were not going so well between the singer and his Dixie. Mr. O’Melveney said a reconcilia tion was hoped for in June, when Bing is due home from a European jaunt. “Some columnist must have started it,” said Bing last night. Such reports “crop up every four or five months,” he added. Bing, w'ho leaves for London next week to play in the British Ama teur golf championship, said he had a letter from Dixie four or five days ago and “everything was all right then.” Bing said he could not explain why one of his attorneys—“I have two or three of them”—had given such a report. Calls to the Crosby home at Monterey, Calif., for comment from Dixie Lee, drew this reply: “Mrs. Crosby is out of town.” Dixie Lee was a singing star in pictures when they married in 1930. Crosby was a member of a singing trio in Paul Whiteman’s band. Couple Held in $1,500 Bond On Charges of Gambling A husband and wife appeared Before United States Commis sioner Cyril S. Lawrence yester day and were held on $1,500 bond each on gambling charges. The case was continued until May 17. Clarence R. Branham, 27, and Bernice H. Branham, 30, both of the 800 block of P street S.W., were arrested by vice squad de tectives yesterday in their deli catessen in the 700 block of D street S.W. They were charged with setting up gaming tables, operating a lot tery and possession of numbers slips. Undercover men who said'they had made bets at the store with marked money, arrested the cou ple on a commissioner’s warrant. | They have four sons, Gary 16; twins Philip and Dennis, 15, and Lindsay, 13. All have shown vocal talent on the Bing Crosby radio show. They are in school in Northern California. On her marriage, Dixie retired from the screen. Crosby made a fortune as a singer, actor and businessman. There have been many rumors in recent years that their mar riage was not running smoothly. But there was no outright break. Mr. O’Melveney said yesterday: “There has been no property settlement of any kind. There are some strained relations. The whole matter is in abeyance until Mr. Crosby returns from Europe late in June. We hope then to effect a reconciliation.” Said Larry Crosby: “My brother’s a Catholic. Dixie is not. A legal separation is the way the family would want it. I haven’t talked to either one of them lately, but they have family battles about every six months— | like any other married couple.
