Problems of Old Age to Get
Airing at Conference Here

The scientist speaks glibly of
gerontology. But the people he’s
talking about know it better un
der simpler words: the peculiar
problems of old age.
These problems are going to get
an airing here next week at the
first nation-wide conference on
aging. The Federal Security Ad
ministration is making the plans
at the suggestion of President
Truman.
Maybe you hadn’t realized it,
but America is growing old. In
1900, 4 per cent of the people in
the United States were 65 or older.
Now the percentage is grown to
7 6. That’s more than 11 million
old people.
Old people?
Well, it depends on how old you
are. When you’re 10, everyone
over 30 seems equally ancient and
uninteresting. But when you hit
65 you still may feel like a kid.
At least that’s the impression
gathered from letters that have
rolled into the Federal Security
Agency since the old-age confer
ence was announced.
Take the 83-year-old retired
New York baker who wrote:
“Having passed my 83rd birth
day, I feel somewhat qualified to
express myself #n this subject.
Our lives are made unnecessarily
unpleasant by varied offensive re
marks. Some are fond of telling
us that ‘you're too old’ to do this
or that. Many seem unable to
realize that it is condition and
not years that determine one’s
usefulness."
Unemployment, of course, is a
problenj in an economy , which
wants young workers.
"What we want is a job and a
chance to make our own way,” an
unemployed 65-year-old steel
worker from Gary, Ind„ wrote.
"Will it take another war for us
to prove to our younger fellows
once again that we, too, can do
a useful job?”
An Oakland, Calif., widow com
plained :
"It is just impossible to find a
position after 40 if you are a
woman. With a fine written rec
ommendation, with a youthful ap
pearance (no gray hair), with
perfect health, physically and
mentally, and being the terrifi
cally old age of 50, I am being
told at all personnel offices that
my age is against me.”
Installment Buying Curbs Seen
Soon After Defense Bill Passes
Within two weeks after enact
ment of a consumer credit section
of the Defense Production Bill, it
is expected, installment buying
will be restricted. That may come
even before material allocations
and priorities under the same act
are imposed on industry.
Retailers, finance companies,
bankers and others have been
working for the last week with
R. M. Evans, one of the Federal
Reserve Board governors, on a
program of co-operation.
Assuming that the Federal re
serve system will manage all
credit restrictions through its
branches, “Regulation W.” of the
last war is expected to be rein
stated as soon as the act is effec
tive.
This would mean that financing
of all installment sales would re
quire initial payments and a defi
nite period for making up the
balance.
While no ratios have been fixed
so far it is expected that on home
appliances — washers, refrigera
tors, radios, sweepers and the like
—initial payments of 10 to 15 per
cent will be required.
No more than 18 months ■would
be allowed for paying the bal
ance.
Home Terms Tightened.
Automobiles probably would
continue selling, as they are now,
at around one-third down—cash
or trade-in—with an 18-month
payup limit.
Home-buying terms already
have been tightened up, resulting
in insured loan requirements by
the Federal Housing Administra
tion oi larger down payments and
smaller mortages. Whether this
will be restricted further is doubt
ful now, although one section of
the control act would let the
President make any real estate
credit regulations he cares to.
The House bill still contains
this section, which is highly ob
jectionable to the real estate in
lndustry.
The retailers are giving an ex
cellent example of how business
Is working with the Government
on all regulations expected to
come in the control act.
More than 1 million retailers,
plus some 32 State merchant as
sociations, formed a consumer
credit task committee. Under the
chairmanship of William J. Chey
ney, director of the Retail Credit
Institute of Washington, this task
committee has been meeting al
most daily with the reserve board
people.

being organized into dozens of
trade groups by the Government,
as they were in the last war,
which split their effectiveness in
looking after themselves. Thus
they can present a solid front.
Meanwhile, committees for in
ventory and price management
and for priorities and allocations,
of both retailers and manufac
turers. are working on regulations
with Commerce Secretary Saw
lyer.
These working plans, which Mr.
Sawyer and the Reserve Board
favor, do not jibe with the ideas
of theoretical bureaucrats who
want the Government to do all the
regulating and policing.
