World Federalists

U. N. Arms Policy
United World Federalists, hold
ing their annual general assembly
in the Shoreham Hotel, today
prepared to hammer out a policy
statement on a United Nations
armed with authority to enforce
! disarmament.
Considerable debate was antici
pated among the 700 delegates
from 37 States and Alaska over
whether to advocate going for
ward with a world government
without Russian participation.
Alan Cranston, president of the
organization, in his address yes
terday, urged members to press
for a United Nations “endowed
with the power of law adequate to
enforce disarmament under in
jstitutions of justice.”
He declared that the “tides of
history are moving toward” some
kind of world government.
The group’s present position on
the Russian question is summed
up as follows:
“We recognize that the Soviet
Union, or some other power,
I may reject our offer. But only if
the most just and exhaustive ef
forts to achieve world government
on a universal basis fail should
the nations accepting it proceed
to create within the United Na
tions a partial federation which
would maintain armaments con
sistent with the defense of that
federation.”
Scores of proposals on the sub
ject have been made to the policy
committee, which makes its report
today.
Supreme Court Justice William
O. Douglas will address the dele
gates at a banquet tonight. The
conference will end tomorrow.

Buckingham Palace Burglary
Lands British Seaman in Jail

LONDON, Oct. 14.—Douglas
Monro, 25-year-old British sea
| man, was jailed today pending a
hearing October 23 on a charge of
breaking into Buckingham Palace.
A Scotland Yard inspector told
a judge in famed old Bow Street
Court Monro was identified by two
persons as the man they saw early
yesterday with a dispatch box
I stolen from the royal residence.
Judge Bertram Reece asked
Monro if he had anything to say.;
“Not guilty,” Monro said.
Monro Is formally charged with
“burglariously breaking and enter
i ing” the palace and stealing a dis
patch box, containing correspond
ence, worth £3 ($8.40)\
The box was taken from the
room of Maj. Gen. A. G. Salisbury -
Jones, marshal of the diplomatic
corps. Gen. Salisbury-Jones is a
secretary to the King, dealing with
diplomatic social correspondence.
Meanwhile, high level investiga
tion was under way at Scotland
Yard to determine how the burglar
penetrated a screen of detectives,
i army sentries and alarms which is
supposed to protect the royal
family from intruders.

Volcano Erupts Again
In Southern Philippines

MANILA, Oct. 14.—Nibokhibok
volcano is erupting again and al
ready one nearby village has been
evacuated. No casualties have been
, reported.
! The volcano is on the southern
island of Camiguin.
For the last three days it has
spewed clouds of hot cinders. Lava,
'is flowing down one ravine.
Sixty-six persons were killed byj
a rain of hot ashes and blazing!
