sought $11.50 per column for
publishing congressional pro
ceedings. His charge that
year had been $291,608.72.
Investigation revealed that
$65,000 of that was clear profit
to him. Abrogating his con
tract, Congress asked GPO to
print its proceedings and in
1873 the Congressional Record
was born.
GPO was then producing all
Government printing except
currency and securities. The
Bureau of Engraving and
Printing makes those. Both
plants are non-profit, all work
being produced for the Gov
ernment at cost.
