New Faces in Congress Rogers to Take Texas G. 0. P.'s Seat; Dempsey Coming Back The Texas delegation In the House once again will be solidly Democratic when Walter E. Rogers of Pampa takes over the 18th district seat held by Republican Ben H. Guill. Mr. Rogers, 41. lawyer and former United States Attorney for the 31st ju dicial district of Texas, is the father of six children, rang ing in age from two to 12. During the past war, Mr. Mr Rogers tried to enlist three times but was instructed he would not be taken, unless drafted, because of the size of his family and the prosecutor job he held. He made two trips to Oklahoma City in efforts to get into the Navy but didn't find an open bil let. At last he was drafted, he recalls, passed his physical exam ination and was leaving Pampa with 25 others en route to an in duction center—when the whole group was called back. Worked for Education. Mr. Rogers was born July 19. 1908, at Texarkana, Ark. He worked on a farm while attending Austin College, at Sherman, and worked his way through the Uni versity of Texas Law School as an employe in the State comptroll er’s office. He has been active in various civic affairs, is a past president of the Pampa Rotary Club, a life long member of .the Protestant Episcopal Church and served as war bond chairman for Gray County. His wife is the former Jean Daly of Pampa. A conservative, he opposes Fed eral aid in education, the admin istration’s civil rights program and is against “socialization” in medicine, housing or industry. Chinese Physicist Calls U.S. Prime Target for A-Bomb By ttw Associated Press HONG KONG, Nov. 30 —A Chi nese physicist arrested by Ameri < can military police in Japan while en route home says the United States is a prime target for an atom bomb attack. He is Prof. Chao Chung-yao, who represented China at ' the Bikini atom bomb tests. He and four former California Institute of Technology students were ar rested for alleged complicity with Dr. Hsue Shen-tsien, head of Cal Tech’s Guggenheim Jet Propulsion Center. Dr. Hsue was arrested by the FBI and prevented from sailing to Red China with eight cases of scientific papers, some of which were suspected of containing secret information. Dr. Hsue faces deportation hearings. Prof. Chao arrived Monday with two of the students and was taken to Cantopjn Communist South China. * Chained Boy Sef Fires, Tearful Mofher Explains By th« Associated Press DOWNEY, Calif., Nov. 30.—“I chained him up because he was always setting fire to his bed, or something,” sobbed the mother of a 7-year-old boy found chained to a post outside his home. Mrs. Marjorie De Leon, 32, gave this explanation in court yester day as she pleaded guilty to a charge of unjustifiably punishing a minor child. Mrs. De Leon remained at lib erty without bond to care for her four other children, pending a hearing December 21. Her son Eugene was found chained in his back yard. Dempsey, Democrat, newly elected representative from New Mexico, certainly is no stranger to the halls of Con gress, for pre viously he sprved three terms in the House, winning a place on its powerful Rules Committee. Mr. Demp sey, 71, has added to his career since dropping out of the House at the end of 1940, Mr D'mP«y serving in high Government posts here and two terms (1942-1946) as Governor of New Mexico. In 1940, Mr. Dempsey was named a member of the United States Maritime Commission and after a few months there was ap pointed Undersecretary of In terior, holding that post until 1942, when he ran for his State’s highest office’. After two terms as Governor, where he invoked a program of departmental economy, he was selected as a consultant on natu ral resources for the Hoover Com mission on Federal Government reorganization. Legislatively, one of his prime interests has been development of water resources and irrigation proj ects of his own and other States and while in the House was* the father of a soil conservation act. He was born June 22, 1879, at Whitehaven, Pa., and has been a resident of New Mexico since 1928, active in public life for 18 years. He served as State director of the National Recovery Adminis tration in 1933 and then as New Mexico director for the Federal Housing Administration and the National Emergency Council. He also was president of the Board of Regents of the University of New Mexico. Before going to New Mexico he was a vice president of the Brook lyn (N. Y.) Rapid Transit Co.
