To Protest Zoning for Apartments Tomorrow About 50 members of the Brightwood Citizens’ Association are expected to be on hand in the District Building tomorrow to op pose a proposal to change zoning regulations in an area bounded by Quackenbos and Tuckerman streets, between Eighth and Ninth streets N.W. The hearings, which opened vesterday before the District Zon ing Commission, w'ere interrupted by the swearing-in ceremonies of F. Joseph Donohue as District Commissioner. They are sched uled to be resumed at 1:30 p.m. tomorrow. Apartment Use Sought. The petition of area property owners for a change of zoning regulations to permit conversion of large one-family homes into apartments also was opposed by the Commissioners’ Zoning Ad visory Council. In its report, the Council found that the petition represented the “desire of a few property owners; to convert or legalize apartments in their homes.” Depreciation reared. “While such changes are some times warranted on fringe areas adjoining commercial uses.” the report continued, “the opportunity to make wholesale conversion over a large single-family neighborhood can only lead to widespread de preciation of established property | values.” Speaking in favor of the change. Attorney Marshall J. Seidman de clared that the 10-room, two-bath homes, built in 1921 are “relics of the past” and that “our families today cannot possibly fill these homes.” From an economic standpoint, he argued, “the only feasible use of these dwellings is as multi family homes.” Donohue to Be Speaker At Citizen Groups Dinner District Commissioner F. Joseph Donohue will speak at the May 14 banquet of the American Univer sity Park Citizens’ Association. Daniel B. Lloyd, president, told the group last night. Mr. Lloyd announced the an nual event will be held in the West Moreland Congregational Church. Massachusetts and West ern avenues N.W. The meeting in Hurst Hall. American University, also heard Thomas E. Lodge, chairman of the association’s Public Utilities Committee, report on efforts to reduce the cut in bus service be tween the downtown area and that west of Ward Circle. On February 18, more than 40 buses were cut from these routes. Members complained that se rious overcrowding during the rush hours has resulted from the cut. __ Police Station Steps Cause Citizens to Switch Meeting The West End Citizens’ Asso ciation has switched its meeting place from the No. 3 police pre cinct station because members objected to climbing 20 steps to the meeting room and passing newly arrested drunks on the way. Last night’s meeting was held in the Washington Restaurant As sociation Building at 2003 I street N.W. The group asked Commissioner F. Joseph Donohue, who was sworn in yesterday, to address it soon. Mr. Donohue said on Sat urday he wants to attend at least one meeting of each of the 70 some citizens’ associations. Mrs. Francis K. Doyle, a veteran of the London blitz, spoke, em phasizing the necessity of prep aration in civil defense work. The citizens also saw several movies, including “Pattern for Survival,” which gives instructions for self help in the event of an atomic explosion.
