Miss Ruth Freeman, nursing consultant with the National Se curity Resources Board and head of public health nursing at Johns Hopkins University, said the short age will be further aggravated by the demands of emergency defense programs. “This is the time for individual agencies to restudy their nursing requirements,” Miss Freeman said in an address at the biennial meeting of the State Directors of i Public Health Nursing. She suggested that many ad ministrative duties now being per formed by nurses could be han dled by clerks. Nutritional pro grams, physical examinations and the taking of temperatures could be cut down to some extent or handled by non-nursing personnel, she said. Miss Freeman said this country now needs about 63,000 more nurses to provide basic nursing care. An additional 35,000 nurses will be needed in the next 10 years, she said, to take care of the expanding population. To meet these requirements, Miss Freeman said, about 10 per cent of the girl high school grad uates w'ould have to be recruited for nurse training each year. Another speaker, Mrs. Frieda S. Miller, director of the Wom en’s Bureau of the Labor Depart ment, told the delegates that, although no universal draft of woman workers is being consid ered, women can be expected to play an important role in this country’s expanding defense in dustry. Budget Problems The Hillcrest Citizens’ Associa tion last night heard Walter L. Fowler, District budget officer, paint a gloomy picture of the Dis trict’s fiscal prospects. Citing the recent rise in all prices as the knockout blow, Mr. Fowler said, “we’ve got to roll back more than the price of soap.” “One more general round of wage increases will make the Dis trict taxpayer pay even higher taxes,” he declared, in his descrip tion of the “vicious circle of infla tion.” He held out small hope that the District will get all of the $136 million the Commission ers have requested for 1951-52. There is one bright side, how ever, to the story of the District Government’s payroll: For some months now money that had gone to pay salaries of employes now in the services and elsewhere has been piling up as an unallocated asset.
