Congress Leaders Uncertain on Idea Of Month Recess Some members of Congress are looking longingly toward the pros pects of a month s recess in Au gust and September, but all of the top men are not certain that this can be done. “We’ve got to see further ahead than we are now before we can talk about a recess,” House Speak er Rayburn said today after the “Big Foui” congressional leaders held their weekly meeting with President Truman. The Speaker’s comment was prompted by a published report that tentative plans are being made for a month’s break in late summer because the press of busi ness is going^to make it certain that Congress cannot quit on July 1—the date fixed in the Congres sional Reorganization Act. Major Issues Remain. Mr. Rayburn said he had not joined in recess talk, pointing to the amount of business to be transacted. Big items are taxes, draft, eco nomic controls and foreign aid, to say nothing of major appro priation bills. The Speaker and Senator Mc Farland, Democrat, of Arizona, the majority leader in the Sen ate, also scored criticism that the current Congress is doing less than the Republican controlled 80th which President Truman de nounced as a “do nothing Con gress ” Not Measured by Bills. Speaker Rayburn' pointed out the same cry was raised about congressional lassitude a year ago, but he added that Congress fin ished up with a good record. “We’ll do all right,” he, em phasized. Senator McFarland also pointed put Congress was confronted with a large number of important mat ters requiring lengthy debate and he added his own observation that “Congress can’t be measured by the number of bills it passes.” Vice President Barkley and House Majority Leader McCor mack also sat in on today’s ses sion at which the general program on the Hill was reviewed.
