Negative Approach Of Propaganda War With Soviet Union Hit A Foreign Policy Association ex pert says America must end its “defensive, vacillating and nega tive” aproach if it is to overcome the {Soviet Union in the propa ganda war. Saul K. Padover of the New School of Social Research holds that America’s information pro gram abroad is missing its mark because it lacks a “general idea of wide appeal to mankind.” More Decisive Than War. It is not enough to be “for democracy,” he said in an article in an FPA pamphlet. Something more tangible and understandable is needed to counter the “stirring vision of the future” which Com munism. "for all its brutalities," has been able to raise in the minds of men, he added. Mr. Padover, who contends that the propaganda contest with Rus sia may be more decisive than that of arms in Korea, asserted that the Voice of America has had few positive policy statements to work on. He wrote: “American leaders have declared themselves against the Soviet Union, against communism, against dictatorship. But. poten tial friends abroad ask, what are Americans for? The usual reply is ‘for democracy.'” uinereni iueamugb. “But democracy has different meanings to different people, and no meaning to others. To an African, American democracy may mean discrimination against Ne groes. To a French worker it may signify the freedom to accumulate a fortune at the expense of others . . . To preach the desirability of freedom to a starving coolie is to say almost exactly nothing to him.” Mr. Padover urged staffing Amer ica’s information agencies with the foremost experts in such fields as political and social psychology and cultural anthropology. He suggested also ttiat the Voice of America might be profitably taken out of the State Department where he said it is more or less secondary to other vital activities. Yugoslavia, May 14.—Yugoslavia disclosed today that its security police have seized a military official of the Czecho slovakian Embassy here and two alleged Czech intelligence agents as spies. A communique issued by the Information Ministry reported that the arrests took place late last night in a park at Zemon. about 20 miles from Belgrade. It identified the embassy military official as Jaroslav Njemec. It did not give his rank. Nor is he mentioned in the current diplo matic list.
