Against Britain, Grew Says An American blockade of the China coast could result in Amer ican ships firing on British vessels, thus endangering the North At lantic Alliance, Joseph C. Grew, former Under Secretary of State, said here today. Mr. Grew, also ex-Ambassador to NJapan, addressed a luncheon meeting of the National Council of the Atlantic Union Committee at the Shoreham Hotel. “Suppose we established a blockade,” Mr. Grew said, "and . some free-wheeling captain of a British merchant vessel decided to run it. Our Navy would be acting under orders to stop such vessels.” Mr. Grew said the weakening of the Atlantic pact and the de struction of Anglo-American rela tions are main objectives of the Russians. He added that the British control the majority of air i bases needed to defend Western Europe and the United States. TVTav Snrrifirp Rasps. “Should we sacrifice these bases in the west to blockade Red China in the east?” he asked. This ques tion is typical of the kind of prob lems American foreign policy planners face every day, he said. “Under these circumstances was it not wiser to work through the U. N. for an embargo on trade with Red China, in which all our allies could voluntarily join?” he asked. Mr. Grew advocated an Atlantic ; Union, a federation of the democ racies to which each member na tion would delegate powers. He suggested that the power should I be delegated first in the areas of foreign policy and defense, i The former undersecretary said an Atlantic defense department under such a union would greatly ■ strengthen Gen. Eisenhower’s ability to take immediate action : if he felt it necessary to bomb behind the iron curtain. Fears Political Divergence. “If the Atlantic democracies had a single department of defense it would make no difference if a French cabinet fell .. .,” Mr. Grew continued. “But without any Fed eral authority to reconcile differ ences . . . political divergence can lead to anarchy.” "I am for Atlantic union be cause it is the antithesis of an archy,” Mr. Grew said. “I am less afraid of losing sovereignty through union, than of losing peace and freedom through inter national anarchy.” The 100 members of the com mittee attending the session were welcomed this morning by former Supreme Court Justice Owen J. Roberts. Will L. Clayton, former Under secretary of State and vice presi dent of the committee, presided over the luncheon session. Negative Policy Hit. In his introductory speech, Mr. Clayton warned that American foreign policy must be right or the results could be disastrous. He added that the policies of the democracies are weak today be cause they are negative—“are against something.” Tomorrow’s speakers will include Senator Gillette, Democrat, of Iowa, a member of the Senate Foreign Relations Committee; Senator Kefauver, Democrat, of Tennessee; former Representa tive Wadsworth, Republican, of New York: former Justice Rob erts and Clarence K. Streit, lead ing proponent of world federation. At a Willard Hotel press con ference yesterday. Mr. Clayton said the Iranian oil dispute might ■ explode tomorrow into a crisis that could start a third world war.
