Indiana Launches Two
Court Fights to Kee0

INDIANAPOLIS, Aug. 1.—Indi
ana planned speedy court action
today in an attempt to continue
receiving about $18.5 million in
Federal funds to help carry out its
welfare program.
Court action was mapped yes
terday after Oscar R. Ewing, Fed
eral Social Security Administrator,
announced Indiana was cut off
from Federal welfare funds.
Two court suits will be filed,
probably in Indianapolis and
Washington, J. Emmett McMana
mon, Indiana attorney general,
announced. He said he will ask
for a declaratory judgment in the
case' in Southern Indiana Federal
Court at Indianapolis. The sec
ond suit, he said, will ask for a
writ of mandamus to force Mr.
Ewing to continue the Federal
grants.
Calls Action “Strange.”
Mr. McManamon said: “It
meems very strange to me that an

rule on a question which means so
much without a review by the
courts.” v
Mr. Ewing said he acted be
cause he had n<^ choice when
Indiana, under a new law opened
the names of welfare rolls to pub
lic inspection. A Pederai law
requires that names of recipients
of Federal welfare funds—the
aged, blind, and dependent chil
dren—be withheld from the pub
lic.
The law was passed at the 1951
Republican - controlled Indiana
Legislature. Governor Henry F.
Schricker vetoed the law but his
veto was overridden.
In Washington, Senator Jenner,
Republican, of Indiana, called
Mr. Ewing a “socialistic-minded
dictator.”
Indiana has been receiving
about $18 million annually from
the Federal Government for ac
tual payments to the needy, and
about $1.3 million annually for
administration of this program
Payments Made Monthly.
Payments to the State were
made monthly by the Treasury.
They w ill be cut off immediately,
unless Indiana’s appeals to the
courts upsets Mr. Ewing’s deci
sion.
Indiana can continue its wel
fare program with State and local
funds, but probably on a sharply
reduced basis.

Federal bureaucrat’s utter disre
gard for the welfare of our aged
and needy citizens. . . .
“The Indiana General Assembly
did not bend to the dictates of
this Federal bureaucrat, so now
he is trying to punish the people
of my State through powers he
has autocratically assumed.
“If the aged, the needy and
others who are qualified under the
Social Security Act are deprived
of the assistance to which they
are entitled, they can only blame
the socialistic - minded diet.nt.nr

MANILA, Aug. 1 (CDN).—
Crime news came to roost today
when Claro Santiago, chief ac
countant of the Philippine Herald,
ran Amok shortly before noon.
A lively gun in hand, Santiago
shot to death Leonardo Sicat,
auditor of the semiofficial Gov
ernment organ.
He then wounded the business
manager, Jose Perez de Tagle, and
a telephone girl. Climaxing his
spree in the paper’s editorial
offices, he sent a fatal bullet into
his own body.
