Soviet Bars Court Action On Claim to 12-Mile Limit By the Associated Press COPENHAGEN, Denmark, Aug. 23.— Russia has rejected proposals that her disputed claim of control over 12 miles of territorial waters in the Baltic instead of the normal three be taken to the Interna tional Court of Justice. Denmark and Sweden have* pro tested the Russian extension of territorial waters along the long: stretches of the Soviet-controlled Baltic states and East Germany. The two Scandinavian countries have claimed jurisdiction only over a 3-mile stretch along their shores. They asked that the dis pute be taken to the U. N.-spon-l sored World Court. A Russian note rejecting the proposed court hearing was re-! ceived by the Danish Foreign Ministry two days ago and pub lished here yesterday.
