OAS Charter in Effect
Today as Colombia
Presents Ratification
The charter of the Organiza
tion of American States, new
cornerstone of the 60-year-old
6ystem of inter-American co
operation symbolized by the OAS,
was to go into effect today, with
Colombia becoming the 14th
country to deposit ratification of
the document.
A ceremony marking the event
was to held in the Pan American
Union. Approval of two-thirds of
the 21 American republics whose
representatives signed the charter
at the Bogota Conference in 1948
was necessary before it could have
legal validity in the affairs of the
Western Hemisphere nations.
The instrument of ratification
was to be deposited by Colombian
Ambassador Cipriano Restrepo
Jaramillo, and acceptance of the
document was to be by Dr. Al
berto Lleras, secretary-general of
the OAS, and Dr. William Manger,
assistant secretary-general, in the
presence of several hundred spec
tators.
Guatemala to Act.
Previously the charter had been
ratified by Bolivia, Brazil, Costa
Rica, the Dominican Republic.
Ecuador. El Salvador, Haiti. Hon
duras, Mexico, Nicaragua, Pana
ma, Paraguay and the United
States. Final action is expected
shortly from Guatemala, and rati
fication still is pending from
Argentina, Chile, Cuba, Peru,
Uruguay and Venezuela.
The charter expresses the in
tent of the American States,
through the international organi
sation developed by them over the
last 60 years, “to achieve an order
of peace and justice, promote their
solidarity, strengthen their col
laboration and defend their sov
orignty, territorial integrity and
Independence.”
Other important features of the
charter deal, with economic, so
cial and cultural co-operation
among the 21 American repub
lics, proceedures for settling in
ter-American disputes, the collec
tive security of hemisphere na
tions and the principle that an
aggression against any one of
them is to be considered an ag
gression against all.
Traced Back to 1826.
The antecedents of the OAS go
back to 1826, when Simon Bolivar,
the great South American libera
tor, called the newly established
republics of Latin America to
gether at Panama to discuss the
common defense of their sov
ereignty and the promotion of
their common relations and prog
ress.
The formal beginnings of the
OAS in Washington were in 1890,
when the First International Con
ference of American States cre
ated the International Union of
American Republics as a means
of settling inter-American differ
ences and improving the commer
cial relations of the American re
publics.
Gangster Tates Inspired
Mart Murders, German Says

BREMEN, Germany, Dec. 13.—
A German charged with murder
by mail says he was inspired to
do it by reading about American
gangsters.
This was reported yesterday by
a special federal commission
which said that Erich Von Halacz,
25, confessed sending the explo
sive packages that killed a Bremen
editor and an 18-year-old girl last
month. The commission’s report
added:
Von Halacz wanted to open a
record shop and needed money.
He planned to blackmail relatives
of his victims by threatening them
with a similar death.
Von Halacz probably will be
tried in January.
The editor was killed when he
opened his package. The girl, a
messenger, was killed when- the
package she was carrying ex
ploded.
Workers Shun Elsinore
There’s an appeal out for guards
and cleaners, because no one in
Denmark will volunteer to look
after Hamlet’s reputedly haunted
castle at Elsinore.
Motorist Is Drowned
EDENTON, N. C., Dec. 13 (#).—
Philip Henry Smith, 58, of Palm
Beach, Fla., drowned in Chowan
River, near here, this morning
when he lost control of his auto
mobile. skidded on an icy bridge
and crashed through the railing.

mates are that 33 per cent of all
United States families had tele
vision receivers. A year ago the
figure was 21 per cent. Of the
approximately 14,558,800 sets in
the country three cities have more
than a million: New York, 2,630,
000: Los Angeles, 1,045,000, and
Chicago, 1.020,000.
