Palestine Commission {Tells U. N. of Failure, Suggests Dissolution | ly th« Associated Pros* PARIS, Dec. 13.—Citing its con tinued failure over a period of | three years to bring about a settle ment of differences between Israel and the Arab states, the United j Nations Palestine Conciliation Commission hinted yesterday that; it should be discontinued. The commission said it did not; believe that either side is now willing to settle the various dis putes, but suggested that its work of trying to bring them together i j might be transferred to some other body. The decisions and recommen dations of the commission were included in its report for the {period from January 23 to No vember 19, 1951, to the U. N. Gen eral Assembly. All Efforts Failed. The report said the commission had acted as an intermediary at Lausanne in 1949, had attempted j to bring about direct negotiations at Geneva in 1950, and had assumed the duties of mediator at Paris in 1951 by offering con crete proposals for a settlement. All these efforts failed, the re port noted It made these addi tional points: Israel is not prepared to accept a U. N. resoultion "that the refu gees wishing to return to their homes and live at peace with their neighbors should be permittted to do so at the earliest practicable dates.” Further Efforts Suggested. The Arab governments are not prepared to accept a provision “for the final settlement of all questions outstanding between them and Israel. The Arab gov ernments in their contacts with the commission have evinced no readiness to arrive at such a peace settlement with the government of Israel ” The commission said it felt that its concrete proposals submitted at the Parts conference could still be used as a basis for further efforts. It noted, however, the “present unwillingness of the parties fully #o implement the General Assem bly resolutions under which the commission is operating.” Exchange Club Elects Joyner as President The Exchange Club of Wash ington elected C.
