The Metropolitan Police , Boys’ Club Band will play. *t Amount of Inconvenience Sets Pace in Clearing Fallen Trees When does a fallen tree cre ate the kind of emergency calling for prompt action on the part of District officials? The question is asked often during the thunderstorm season in a city famed for its heavy shade trees. Now and then, the answer is hard to supply in borderline cases. An example was a tree that toppled from private land across an alley ( n the rear of the 6100 block of Thirty-third street N.W. ; during the heavy wind and rain squall Sunday afternoon. The owner of the land was i away from home at the time, and the windfall blocked five automobiles belonging to neigh bors. Neither the District Fire i Department nor the Trees and ! Parking Department considered the case an emergency.’* Not Sufficient Inconvenience. ! In other words, officials felt the inconvenience suffered by the families temporarily de prived of the use of their cars was not sufficient to warrant the dispatch of firemen, or the call ing up for overtime duty of em ployes of the Trees and Parking Department. The problem was solved Sun day night by the Bethesda-Chevy Chase (Md.) Rescue Squad, whose members obliged by cross ing the District line, chopping the tree into sections and drag ging it free of the alley right of-way. This squad, however, which is supported by popular contribu tions, enjoys more freedom of action than the District’s Fire Department. John W. Batson, superintend ent of trees and parking, ex plained that a fallen tree Is considered an emergency for, immediate removal only when it blocks a considerable amount of traffic, endangers a home, creates a hazard or! severely inconveni ! ences the public. Emergency Night Man. During the regular work week. Mr. Batson’s department has crews that can be dispatched immediately. An emergency man is on duty at night and on Sun days and holidays. This man receives all calls. If he cannot determine by tele phone whether an emergency exists, he is under instructions to notify a supervisor, who goes in person to inspect the scene. Where quicker action is called for, firemen are dispatched. At the same time, Trees and Park ing Department employes are Plane Crash Guards Held In Probe of Body-Looting By the Associated Press OGDEN, Utah, May 22—The possibility that victims of a Southeastern Idaho plane crash were robbed by some of the sol diers sent to guard their bodies is being investigated today by officials of the Utah General Depot. Col. L. L. Skinner, depot com mander, announced that three soldiers are in custody at the depot pending investigation of allegations that personal prop erty is missing from the scene of the crash where 37 return called from their homes at nights or on Sundays and sent to re lieve firemen as soon as possible. The men on this type of duty receive double time. Mr. Batson said the system has been in effect for years, with relatively few complaints from the public. Their C-46 plane smashed against a mountainside near the Utah- Idaho border. The men being held are mem bers of a military detail sent to guard the crash. Only re cently did Army officials begin to bring the bodies downefrom the crash site. Deep snow had prevented removal earlier. Some of the bodies still are buried. Col. Skinner did not release the names of the three being held. Kenilworth Gardens Flowers Blossoming Water lilies and blue-and yellow iris in blossom at the Kenilworth Aquatic Gardens, the National Capitol Parks of fice has announced. Sobeloff Named to Head Hall of Records Group By tha Associated Prats ANNAPOLIS, Md., May 22- Chief Judge Simon Sobeloff of the Maryland Court of Appeals was elected chairman of the Hall of Records Commission yester day. Judge Sobeloff succeeds Judge Ogle Marbury, whom he also suc ceeded as chief judge of the State’s highest court. Dr. Richard D. Weigle, presi dent of St. John’s College, was named vice chairman at the commission’s meeting here.
