Bill Torn in Two Is Patched Up and Sent to President By the Associated Press The Senate patched up a torn bill today and finally got both pieces on the way to President Eisenhower tor signature. As Senator Butler, Republican, * of Maryland and Representative Bmall, Republican, of Maryland explained it, one section of the original measure vanished be tween its final passage by the Senate and receipt at the White House. Gen. Eisenhower signed the piece that got there, but the rare mixup made his approval meaningless. The missing half went into an other bill, which was enacted yesterday afternoon.
