Nebraskan Nominated For AEC Liaison Post By the Associated Frets President Eisenhower has nominated Herbert B. Loper of Oxford, Neb., to be chairman of the Military Liaison Committee to the Atomic Energy Commis sion. The White House announced yesterday the President had ac cepted the resignation of the present chairman, Robert Le- Baron of Washington, effective August 1. Mr. Leßaron has been chair man since October 20, 1949. He informed the President he ex pects to continue, in private life, in the field of atomic energy. The President replied he ap preciates Mr. Leßaron’s “many contributions” in this field. Mr. Loper was born in Nor catur, Kan., October 22, 1896. He was graduated in 1918 from the U. S. July 3—A Re publican request to be a candi date in the special July 31 election to choose a successor to the late Delegate Joseph R. Far rington has been accepted by his widow, Elizabeth. Mrs. Farrington’s decision to run for the House of Representa tives was announced by Chair man Samuel P. King of the Re publican Territorial Central Committee. She is former presi dent of the National Federation of Republican Women. Democrats have yet to an nounce whether they will have a candidate in the race. Distler Takes Over AAU Directorship Dr. Guy E. Snavely retired this week after 17 years as executive director of the Association of American Colleges here. The association’s new director is Dr. Theodore A. Distler, presi dent of Franklin and Marshall College, in Lancaster, Pa. Dr. Snavely is a former president of Birmingham-Southern College. In the queue are nine Rus sian vessels towing a big dry dock from the Baltic to Vladi vostok. Gales in the Indian Ocean forced them to put in here for shelter and repairs. Two thousand mailbags des tined for India and Pakistan were carried on to Colombo, Ceylon, by the British liner Stratheden when it was found impossible to unload them here. Retired Pastor Heads Confederate Sons Camp Spatial Dispatch to Tha Star SHEPHERDSTOWN, W. Va.. July 3. —The Rev. John Link, re tired Lutheran pastor, has been named commandant of the Henry Kyd Douglas Camp, Sons of Confederate Veterans the only such camp now functioning in the State. Other new officers are Laird Marshall, vice commandant; Robert Merchant, adjutant, and Lester Staley, treasurer. Wholesale Prices Increase Slightly By tha Associated Press Wholesale prices as reported by the bureau of labor statistics increased one-tenth of 1 per cent during the week ended June 29. The bureau’s index rose to 110.0 per cent of the 1947-49 average, due to fractional in creases in average prices for farm products and processed foods.-, U. S. Protests to Paris And Saigon in Troop Withdrawal in Delta By John M. Hightower Associated Press Diplomatic Writer The United States has in structed its diplomats at Parts, Geneva and Saigon to express grave concern to French and Viet Namese government leaders over the apparent abandonment to Communist forces of anti communist populations in the Red River Delta of Indo-China. The American action was taken, officials said, on humani tarian grounds. An Associated Press dispatch from Singapore yesterday reported that French troop withdrawal south of Hanoi had put an additional 4 million Viet Namese under Red rule. The French command at Hanoi announced that their troops have evacuated five forti fied cities apd 2,000 square miles of rich, heavily-populated rice land in the southern part of the Red River Delta. Ask Paris to Explain. The State Department spokes man said Wednesday that tho United States had not been in formed by the French govern ment of the withdrawal opera tion. Yesterday the spokesman. Press Officer Henry Suydam, dis closed that the United States was asking Paris for Information about its operation in Indo- China. However, French diplomats here said information about the proposed troop withdrawal was given top American, British, Aus tralian and New Zealand military officers during confidential talks nearly a month ago. No one at the meeting, the French said, made any move to offer rein forcements. Mr. Suydam said the United States had a direct interest since it is a member of the Geneva conference where French repre sentativse are negotiating with Communist representatives for an Indo-China settlement. Disapprove of Course. The new American diplomatic moves and the public disclosure of them here represented ex pressions of United States Gov ernment disapproval of the course being taken by the Mendes-France government of France. Premier Mendes-France took office two weeks ago with! a promise to get an Indo-China peace or resign by July 20. Shortly afterward he conferred in Switzerland with Red Chinese Foreign Minister Chou En-lai. Behind the American activities is a strong suspicion that Mr. Mendes-France has made some kind of a deal with Chou and that the shortening of linos in the Delta is a result of that deal. This suspicion holds true in the State Department despite the French claim that a read justment of defensive positions around Hanoi was essential un less they got three mors divi sions which they themselves were unable to provide. U. 8. Feels Left Out. It was understood today that the Mendes-France administra tion has reduced informational contacts with the American gov ernment to a minimum and that even high officials here feel themselves to be in ignorance of the French government’s pol icy and Intention. The delta area which the French abandoned is strongly Roman Catholic and had been a main center of local resistance to the Communists. A French spokesman at Hanoi said the region was hard to defend be cause of swampy ground and large numbers of Red guerrillas.
