Pepco Compromise
On Capital Transit
Rate Rise Approved
An Agreement on rates to be
paid by Capital Transit Co. to
the Potomac Electric Power Co.
was approved yesterday by the
District Public Utilities Com
mission.
In a current application for a
general rata Increase to all cus
tomers, Pepcd had asked the
commission to allow it to charse
the transit company $146,000
more a year for the 600-volt
direct current it supplies to Capi
tal Transit to run streetcars.
The two companies, however,
agreed last January 4 on a deal
by which Capital Transit would
pay only about half of this to
Pepco, subject to commission
approval.
Recalling a long court light
over a similar charge, the com
mission declined: "We find the
agreed rates ... to be the result
of bona fide arms-length bar
gaining entered into to avoid the
very considerable expenses in
volved In litigating the issues.
“In view of this fact, the fact
that such expenses as would have
been borne by both parties would
have been passed on to the
general consuming public, and
the record which had been made
to date, we have no difficulty in
finding that the avoidance of
such litigation is in the public
Interest and that the rates may
be found just and reasonable.”
The commission also found the
agreement “will not result in
preferential treatment or dis
crimination,” and said Pepco
will have to bear the burden,
without passing it on to its
other customers, it the final
decision in the general rate case
results in a differential In favor
of Capital Transit.
