AFL and CIO Chiefs Meet to Plan Big Drive for Members By th« Associated Prow »PAMI BEACH, Fla , Feb. 10. —Tile Nation's top union lead ers. agreed on consolidating forces into a single organization, today planned a big drive to take in millions of new members. Leaders of the American Fed eration of Labor and Congress of Industrial Organizations de cided to bury traditional rival ries and embark on the same sort of intensive mass organiz ing campaign which sparked the ClO's surge two decades ago. The AFL and CIO chiefs worked but what appeared to be an ironclad arrangement to merge into one 15-million-mem ber union federation. Predict Union This Year. A long series of ratifying ac tions still is required to clinch the merger, but declarations of Intentions from principals ap peared convincing. Both George Meany. president of the AFL, and Walter Reuther, CIO chief, predicted the merger would be an accomplished fact before the end of the year. An initial organizing goal was the chemicals and plastics in dustries. A field where combin ing rival unions appeared most likely w'as in the textile indus try, where relatively weak AFL and CIO unions have largely neutralized each other for years. There was no way of antici pating whether the apparently stronger union setup would bring on bigger or longer labor strikes, but it was apparent that AFL and CIO leaders felt their hand would be strengthened in dealing with employers. In Washington President John L. Lewis of the United Mine Workers declined to com ' ment. Rumor has mentioned him frequently as a possible par ticipant in moves to set up a third organization rivaling the AFL and the CIO. A spokesman for the Railway Labor Executives Association, which embraces 14 AFL, 1 CIO and 4 independent unions, said the brotherhoods “applaud the merger action unanimously.” AFL Sets 2 Top Jobs. ; In arranging the merger agreement yesterday the union chiefs, accustomed to hard horse trading with employers, played a give-and-take role with each other. The AFL was given the top jobs in the new setup. Mr. Meany was assured of the pres idency and AFL Secretary- Treasurer William Schnitzler will have the same title in the merged federation. The CIO won the right to enter the AFL as a union group and to organize entire plants from top to bottom in individual unions without regard for AFL crafts. In addition, it was agreed that leadership for the ambitious new member organizing activi ties would come from the CIO. Mr. Meany and Mr. Reuther said “no raiding” arrangements worked out previously between the AFL and CIO, and within the separate organizations them selves, would be cultivated and developed with other unions en- j couraged to subscribe voluntarily. Executive Council Meets. A first step in the long road j toward putting the proposed merger into effect was ratifica tion by the AFL's executive j council, which was to meet here today for that purpose. Mr. \ Reuther scheduled a ratifying session for CIO union leaders in Washington on February 22. Thereafter, a constitution for the new federation was to be drawn up along the lines of the detailed merger agreement, then voted on by separate AFL and CIO conventions and finally by a joint AFL-CIO convention. It was agreed that a 27-mem ber executive council, with 17 from the present AFL and 10 from the present CIO, would guide the policies of the new federation.
