Bender, secretary if the Washington Union Paint ng Contractors' Association, crote the Secretary: "We desire to protest to you his type of unilateral action, rhich raises costs to the Gov irnment and the taxpayer and juts our employes in the posi ion of dictating to us in viola ion of collective bargaining. "We expect immediate and ’flective action to correct this situation." A spokesman for the Labor Department said the letter had aeen received but that officials lave not yet had a chance to itudy it. In the letter Mr. Reuben iharged that Mr. Mitchell had acceded to demands of organ zed labor without consulting js." Mr. Reuben said bids for the ontract were to be opened on tpril 19. but that contractors vere told on April 15 the date you Id be postponed.
