The guests included Herr Hasso von Etzdorf, representative of West Germany, which only re cently became a partner in NATO. Besides the NATO representa tives who are visiting here, the President invited Secretary of State Dulles, Secretary of the Treasury Humphrey, Secretary of Defense Wilson, Harold E. Stassen, his special assistant on disarmament policy; Assistant Secretary of State Livingston T. Merchant, Col. Andrew J. Good paster, White House staff sec retary, and John C. Hughes, for mer permanent American repre sentative on the council. Pentagon to Study POW Problems Defense Secretary Wilson an nounced yesterday appointment of a joint civilian-military com mittee to study problems related to prisoners of war. The main purpose of the group would be to provide for thorough indoctrination of military per sonnel with a “simple, easily understood code to govern his conduct while a prisoner of war.” The study grows directly out of experiences in the Korean war when some prisoners “squealed” on fellow captives, signed peace petitions, made broadcasts for the enemy and so forth. Carter L. Burgess, Assistant Defense Secretary for Man power and Personnel; was ap pointed committee chairman. Retired Army Gen. John E. Hull was named vice chairman.
