Expert Declares Future
Os Asia Is Up to Asians

Prof. Paul M. A. Linebarger
of Johns Hopkins University said
today that the future of South
and Southeast Asia will be de
cided by what the Asians them
selves do—not by what the
United States can do.
Dr. Linebarger addressed 400
delegates attending a conference
on South and Southeast Asia,
sponsored by the Johns Hopkins
University School of Advanced
International Studies.
For three days, speakers and
delegates have pondered how to
influence the course of history
in that area, but Dr. Linebarger
—a professor of Asiatic politics—
declared that the future history
of South and Southeast Asia
“will depend on the separate for
tunes, good or bad, of each of
the peoples of that area.’’
“Some of those states,” he said,
"will have foolish leaders. Most
of them, let us hope, will have
wise and brave leaders. . . .
"American aid may help hither
and yon, American friedship may
prove cheering and pleasant to

Dr. Linebarger chided people
- who placed faith in economic
r development and greater under
t standing as a solution to global
• political problems. He pointed
’ out that two of the world's most
developed nations imperial
, Japan and Hitler Germany
t went to war and nearly des
e troyed themselves.
The two Asian peoples who l
r understood America best were
/China and Japan, yet they
o clashed with the United States,
Dr. Linebarger said. He added:
i “International understanding,
apart from promoting more
efficient espionage systems,
seems to have the effect of mak
ing it possible for these people
to hate us in detail, Instead of
hating us in general.”
Cites Russian Aid
Dr. Linebarger said the United
States gave aid to Russia alter
World War I and during and
after World War n. He said
this saved Russia but did not
■really help the United States.
What the United States should
do, he said, is develop its own
economy, pursuing the present
bright hopes for atomic power
and automation. He asked:
