GILES Air Force Secretary Quarles said today that possession by Russian and the United States of the air power to destroy each other could lead to peace through stalemate rather than to war. Speaking before the Aviation Writers Association at the Bur lington Hotel. Mr. Quarles de clared: “The best likelihood for con tinued world peace is our main tenance of a truly decisive Air Force—a condition under which an aggressor will know beyond the shadow of a doubt that we possess the certain capability of destroying him if he should at tack. “If he, too. should acquire this capability, we will be no less secure so long as we maintain the power to retaliate decisively.
