Personifying the automobile dealer who feels he Is not getting a fair shake from the maker of the product he sells, “the man" is the figment in the public rela tions sense of a retired Navy admiral who has ended up in the Improbable position of chief spokesman for 40,000 United States auto dealers. Senator O'Mahoney, Democrat of Wyoming, yesterday verified that he plans to caU Admiral Frederick J. Bell, executive vice president of the NaUonal Auto mobile Dealers Association, as a witness in his Senate Monopoly Subcommittee hearing Into al leged evil In the “bigness” of the General Motors Corp.; Admiral Bell In turn revealed that, if called, he “assumes” he will go and testify in line with his stand ard complaint that, not only GM, but the auto Industry as a whole, “is brilliant in everything else, but stupid in the handling of Its dealers.” True Independence Wanted “As spokesman for the auto dealers,” Admiral Bell said yes terday, Tm not looking for a fight. I’m not opposed to Gen eral Motors ‘bigness’ and do not regard automobile manufactur ers as enemies of the auto dealers; I’d be a fool if I did. I do Insist, however, that the au tomobile dealer should have what every other retailer has: A fair chance to be a truly in dependent businessman.” The man speaking doesn’t look like a retired sea dog. His dark hair and athletic build belle his 53 years. His phrase-turning Is not what might -be expected from an Annapolis graduate who peaked one career as the 1942 skipper of the U.S.B. Admiral Bell wrote that his “Richmond man” had spent 30 years “selling and serv icing a product (automobiles) at a profit for the maker and the seller and with pleasure to the buyer”; Just a few months ago he spent SIOO,OOO “at the request of his supplier" to Improve his agency. “Last week,” says Admiral Bell’s editorial, “he was told bis selling agreement would not be renewed. He is about to go oat of business. A relationship of 30 years Is to be severed. “Why is this going to hap pen? Because, so he’s told, he hasn’t sold as many cars In the past few months as an expert iu Detroit determined he should sell. It may be he has allowed! a ccpnpett&g make to take first 1 place, or third place, or fifth' place. It makes no difference.' . . . nothing makes any differ-: ence. The man In Richmond Is out of a job.” Since publication, NADA has had hundreds of requests for copies of the Richmond editorial; Admiral Bell emphasizes that It Is a symbolic case but Insists It can be documented In real-life Instances throughout the Na tion. “For example,” he says, “we can document cases of small dealers on metropolitan fringes who couldn’t get the cars they ordered from the factory and then were ‘canceled out’ for not ■ selling enough cars. We can show what happened financially -to; specific dealers caught last year when, to be delicate, they were! 'encouraged’ by manufacturers to register as ‘sold’ cars still on the Michigan assembly lines— all so the manufacturer could show a top fttmuftl 'sales’ record.” Won’t Testify Against GM Admiral Bell’s current worry is that Senator O’Mahoney might want him to testify "against’’ OM; he says, “I won’t do it." But he adds. “We have got a complaint that the autto Industry as a whole can’t continue to carry water on both shoulders, calling a dealer an 'independent businessman’ and treating him as ‘an agent.' “Other industries.” he said, “have ‘dealers’ but no other hard-goods industry has dealers with a single-line franchise.
